Pits would be excavated to <br /> P 9 Y <br /> a depth of 125 feet over four phases during the 56-year fife of the proposed project. The <br /> pits would be reclaimed to a depth of 120 feet. The quarry excavation application identifies <br /> of 29,750,000 tons of aggregate as feasible to mine over the next 56 years. Regulation <br /> of this mining would occur through enforcement measures available under the County <br /> Development Title and the State Public Resources Code, and fulfillment of project-specific <br /> Conditions of Approval, including securing necessary building permits and permits from <br /> other responsible agencies prior to receiving authorization from the County to initiate the <br /> i approved use. A complete description of the project is contained in Chapter 3.0, <br /> Description of Project and Alternatives. <br />+ 2.2 AREAS OF CONTROVERSY <br /> Section 15123 of the CEQA Guidelines requires the summary section of an EIR to include <br /> 'areas of controversy known to the lead agency." Although the project is not the subject <br /> of great controversy, the following issues (in no particular order) ft that requirement: <br /> ■ Potential for slope failure due to working slopes of'/:1 and final slopes of 1 Yx:1, and <br /> the need to construct a fill slope against a cut slope. <br /> ■ Feasibility of proposed final reclamation to row crops at final pit depths of <br /> N <br /> approximately 120 feet. . <br /> { ■ Project's potential for impacts to the Federally-listed, endangered San Joaquin kit <br /> fox (Vulpes macrotis muticia). <br /> ■ Cumulative impacts on traffic, air quality and biological resources given the <br /> existence of other quarry excavations in the area. <br /> � E <br /> J <br /> Draft Environmental Impact Report 2-1 ER-96-3 <br /> i <br /> i <br />
