U <br /> 2.3 ISSUES TO BE RESOLVED <br /> Section 15123 of the CEQA Guidelines requires the summary section of an EIR to include <br /> "issues to be resolved including choices among alternatives and whether and how to <br /> mitigate significant effects." The following issues fit this requirement: . <br /> ■ Ability to reclaim prime agricultural land to a productivity level equal to or greater <br /> than pre-mining levels or to levels based upon productivity levels for similar crops <br /> in the area. <br /> ■ Mitigation of truck traffic created by the project through gaining access from the <br /> proposed Bird Roadl1-5 interchange (as evaluated in Alternative 3), including <br /> potential shared financial responsibilities in order for the new interchange to be <br /> constructed. <br /> 2.4 SUMMARY OF REGULATORY/POLICY CONSISTENCY <br /> Section 15125(b) of the CEQA Guidelines requires the EIR to discuss "any inconsistencies j <br /> between the proposed project and applicable general plans and regional plans." A number w <br /> of regulations and plans exist that address conservation and development of aggregate <br /> resources and related issues, including the California Surface Mining and Reclamation Act, <br /> the State Mining and Geology Board regulations, and the San Joaquin County <br /> Development Title. A discussion of the consistency between the project and these <br /> regulations is provided in Section 7.2. F <br /> 2.5 SUMMARY OF ALTERNATIVES <br /> The following alternatives are described in Chapter 3.0 and given an equal level of <br /> environmental analysis in Chapter 4.0. <br /> Alternative 1: Proposed Project <br /> Alternative 2: Proposed Project with Alternate Northern Access Road <br /> Alternative 3: Proposed Project with Alternate Southern Access Road to New <br /> Interchange <br /> Alternative 4: No Project <br /> 2.6 SUMMARY OF IMPACTS , <br /> Table 2-1 (Summary of Impacts and Mitigation Measures) has been organized to <br /> correspond with environmental issues discussed in Chapter 4.0.
