A-3 <br /> G'roundwater-W--- The proponent shall install three monitoring wells around the perimeter of the processing wastewater <br /> basin in the Phase IV area to monitor the potential presence of perched groundwater in the vicinity of <br /> the basin. The monitoring wells shall be designed by a registered engineer or geologist. The wells <br /> shall be installed to a minimum depth of 10 feet below the elevation of the invert of the Delta Mendota <br /> Canal(for Alternatives 1 and 2)or the California Aqueduct(for Alternative 3). The proponent shall y <br /> monitor groundwater levels quarterly and submit annual monitoring reports to the Development <br /> Services Division, which include recommended corrective actions,if necessary. If corrective actions <br /> are required, the proponent shall implement such actions under the direction of the Development <br /> Services Division, <br /> Impact 4.2-8 A-4 A-1,A-2& Mitigation Measure 4.2-8a(A-1,A-2&A-3) All Alts. <br /> Reduction in Agricultural Capability A-3 <br /> fV of Soil Resources Prior to commencement of mining,the proponent shall be required to submit a soil reconstruction plan . <br /> p� prepared by a qualified soil scientist which establishes specific procedures for the amendment of soil <br /> used for agricultural reclamation at the project site. The plan shall present recommendations for <br /> suitable soil texture and the types and application rates of soil amendment products. At a minimum, <br /> 3 the upper three feet reconstruction surface soils shall have an organic content of one percent The <br /> plan shall demonstrate that potential migration of amendments to surface water or groundwater shall <br /> not result in reduction of water quality. In addition, the plan shall provide for procedures and <br /> specifications for a soil fertility and crop productivity monitoring program for test plots within the Phase <br /> 1 mining/reclamation area. Productivity goals shall be established on the basis of crop productivity of <br /> adjacent lands currently under agricultural production. The soil reconstruction plan shall be submitted <br /> to the Development Services Division and Office of the Agricultural Commissioner for review and <br /> approval. <br /> Mitigation Measure 4.2-8b(A-1,A-2&A-3) j <br /> The proponent shall submit soil sample analysis from an independent laboratory for two-foot and four- <br /> foot depths(five random sample locations per 100 acres)of reclaimed soil.
