Climatology <br /> The climate is semi-arid with winter and spring rainfall of seven.to ten inches per year. The <br /> rainfall is seasonal with low heavy fog in the winter months. Snow in not a factor in annual <br /> precipitation. Low temperature in the winter ranges from 20 to 50 degrees Fahrenheit. <br /> Summer high temperatures range from 80 to 110 degrees Fahrenheit, with no precipitation- <br /> Winter and spring winds may reach 70 MPH on very rare occasions. ; <br /> Land Use and General Plan Designations <br /> Current land use of the project site is an irrigated orchard which is not in r <br /> 9 production at this <br /> time and one residence. Irrigation is by the furrow method with water supplied by well. <br /> The project site's General Plan designations are AIG (General Agriculture) and OS/RC <br /> (Open Space Resource Conservation), and the zone is AG-40 (General Agriculture, 40- <br /> acre minimum parcel size). The project site is also within the Mineral Resource Zone <br /> (MRZ-2) as designated by the State Mines and Geology Board. <br /> i. <br /> Aesthetics <br /> The proposed project would have structures to 40 feet in height that could be seen from <br /> all directions within a five mile radius. Quarry operations are below the surface and would . <br /> only be seen from within 50 feet the project boundary. Pursuant to Section 9-1415.3(m) <br /> of the San Joaquin County Development Title, proponent shall construct a five-foot berm <br /> with mature landscaping (to eight feet in height above the berm) to reduce aesthetic <br /> impacts. The berm would surround the property on the side facing Koster Road. Traffic <br /> on Koster Road would not therefore see the quarry operation. The aggregate processing <br /> plant and asphalt concrete plant would remain visible from Koster Road.- However, visual <br /> exposures would be localized and experienced by relatively few viewers. <br /> 3.3 PROJECT OBJECTIVES <br /> Objectives of Project Proponent <br /> DSS Engineering Contractors, the project proponent, proposes to excavate sand and <br /> gravel resources from the project site. With the proposed project, the proponent intends <br /> to provide a reliable, continuous supply of aggregate products over an approximately 56- <br /> year period for the rapidly growing San Joaquin region. Aggregate production would be <br /> driven.by market demand, anticipated by the proponent to be approximately 400,000 tons <br /> per year for the first seven years and increasing to 550,000 tons per year for the remaining <br /> 49 years. Aggregate would be transported from the excavation site to the processing plant <br /> by conveyors and scrapers and transported by truck from the processing plant to point of . <br /> use. <br /> Draft Environmental Impact Report 3-6 ER-96-3 <br />
