The final-sized and washed sand and gravel would be stockpiled by size over a recovery <br /> and blending tunnel. The finished construction materials would be a blend of different <br /> sizes of aggregate. After blending, construction on materials would be loaded on trucks for <br /> shipment. <br /> Production capacity is designed for the range 300 to 600 tons per hour on a single shift <br /> basis. The proposed processing plant would be operational for the duration of the project <br /> (56 years). <br /> Asphalt Concrete Production <br /> On-site asphalt concrete production would utilize on-site aggregate production and <br /> imported materials. Production would be on a single-shift basis starting at 5 Ann. Special <br /> production shifts may be required for night paving on major highway construction. <br /> Reclamation <br /> Subsequent Uses After Reclamation <br /> The project site would be reclaimed to agricultural uses (row crop production) following <br /> completion of the proposed project. The region has a good climate for growing row crops, <br /> as shown by the agricultural activity on the surrounding properties. As proposed, fines <br /> from the settling ponds would be used to reclaim the pit floor. This soil may be too low in <br /> organic matter for good row crop production. Organic matter would only build up in the soil <br /> with time and good agricultural practices. It is expected that agricultural production would <br /> improve each year for five years. <br /> The property would remain in the ownership of the proponent after reclamation. <br /> Reclamation Schedule <br /> Reclamation would be completed in phases. Phase 1 would be mined first, but would be <br /> the last to be reclaimed. After the Phase 1 is mined, it would become the location of future <br /> wash water ponds. The ponds are the last item to be reclaimed because they would be in <br /> use until all phases are mined and processed. <br /> Phase 2 would be reclaimed after mining is complete on that phase and mining has been <br /> started on Phase 3. Phase 3 would be reclaimed after mining is complete and Phase 4 <br /> has started. Each phase would be reclaimed with overburden, stripping, and wash water <br /> pond clays and silts from the previous phase. Phase 4 would use the silts and clays from <br /> the wash ponds to reclaim mined areas. <br /> Post Mining Topography <br /> The reclamation plan (Figure 3-5) shows all post reclamation topography, drainage and <br /> access to the reclaimed areas. All reclaimed slopes would be revegetated for erosion <br /> Draft Environmental Impact Report 3-16 ER-96-3 <br />
