control. Each twenty-foot slope bench would be graded to drain to culvert down drains. All
finish slopes would be graded to 11/2:1.
,j Impoundments to Recycle Process Water
The recycle water ponds require ten acres of the project site area and would be five to I
E seven feet deep. The silt and clay that would settle out of the recycled water would
amount to about 20% of the total volume produced b the quarry. All of the silt and clay
P Y q rY
from the recycle water ponds would be excavated from the ponds and placed on the floor j
') and slopes of the quarry. The final grade of the ponds would have a minimum of four feet it
of silt and clay left on the bottom as part of the reclamation.
j; Drainage ,
Stormwater collected on the floor of the quarry would drain to the northeast comer of the
project site. A tail water ditch would drain to a sump and pump in the northeast corner of li
the quarry floor. ..A force main would convey drainage to the surface of the quarry. The i3
existing drainage ditch would continue to receive the discharge from the project site (now
via the force main) and convey it to an existing pump. !
Disposition of Used E ui ment
.. s All used equipment would be sold or removed from the project site within two years of the
completion of Phase 4 mining.
Revegetation
The process water would remove and deposit 2 to 3 million cubic yards (CY) of usable soil
- into the recycle ponds. This soil would cover the slopes and floor of the quarry with a
I minimum of four feet of soil for revegetation. The soil would be analyzed for the required
elements to support revegetation. Fertilizers, mineral elements, and soil PH modifiers
3 ,
would be applied at the rate that would augment the soil to produce adequate plant growth.
Soil generated during the striping operation (+1- 200,000 CY) would be used to construct
' the five foot visual-screen berm and landscape area along Koster Road. The landscape
next to Koster Road would be developed at the start of each phase. Phase 1 landscaping
would be completed before aggregate processing begins. Plantings are to be Nerium
(Oleander) with a minimum height of one foot planted at six feet on centers with irrigation
# at each plant. Nerium can be planted any time during the year with irrigation.
t; Irrigation of the landscape berm would be by drip irrigation method with one gallon per hour I
emitters on each plant. Water for irrigation would be supplied by the on-site domestic well
in the vicinity of the proposed plant area. Flow rates of less than 25 gallons per minute
j would be required for berm irrigation.
Draft Environmental Impact Report 3-17 ER-96-3 .
