i� <br /> I <br /> IF <br /> 3.5 ALTERNATIVES 'I <br /> The California Environmental Quality Act(CEQA) requires an EIR to describe and evaluate j <br /> `{ reasonable alternatives to a proposed project that would avoid or reduce the significant <br /> effects of a project. CEQA also requires that a No Project alternative be evaluated. The I� <br /> ro osed project and alternatives are analyzed in Chapter 4.0 at an equal level of detail. <br /> N r � 1 Y I' <br /> This comparable treatment is not required by CEQA, but was determined by the County <br /> to be appropriate in order to enable reviewers to fully evaluate and compare alternatives. <br /> x The following four alternatives have been identified by the County for examination and <br /> analysis in this EIR: <br /> Alternative 1: Proposed Project <br /> Alternative 2: Proposed Project with Alternate Northern Access Road <br /> Alternative 3: Proposed Project with Alternate Southern Access Road to New jj <br /> Interchange <br /> Alternative 4: No Project <br /> '4 Alternative 9: Proposed Project <br /> ` I <br /> Under the proposed project, mining and reclamation would occur as discussed in Section <br /> 3.4. Access to and from the project site would be provided by crossing the Delta Mendota <br /> Canal at an existing bridge and continuing north on Koster Road (Figure 3-3). <br /> fi <br /> Alternative 2: Proposed Project with Alternate Northern Access Road <br /> Under this alternative, mining and reclamation would occur as discussed above for the <br /> proposed project (Alternative 1). Access to and from the project site would be provided by <br /> obtaining easements through two northern parcels (265-090-03 and 265-090-02) and i <br /> extending a paved access road from the aggregate plant directly north to connect to <br /> Blewett Road just west of the Delta Mendota Canal (Figure 3-8). The easement necessary <br /> for the alternate access road would be tangent, and run parallel to, the western boundary <br /> of the Delta Mendota Canal right-of-way. The road right-of-way would be 60 feet to allow <br /> for parking. <br /> Alternative 3: Proposed Project with Bird Road Access to New Interchange <br /> t E° Under this alternative, miningand reclamation would generally occur as discussed above <br /> 9 Y ' I <br /> for the proposed project (Alternative 1) except that the quarry processing plant would be <br /> i relocated to the southwest corner of the project site. Access to and from the project site <br /> would be provided by obtaining easements through private lands to the south connecting h <br /> to the new interchange project (the "Vernalis Interchange") proposed by Granite <br /> Construction which, if constructed, would be located on Interstate 5 north of the 1-511-580 <br /> split (between 1-580 and Blewett Road) (Figure 3-9).
