Alternative 1: Proposed Project <br /> All quarry traffic would use Koster Road from the proposed project access to Blewett Road. <br /> North of Blewett Road, 90 percent of quarry traffic would use Koster-Road. A small <br /> amount of truck traffic (5 percent) would use Blewett Road. The potential for conflicts <br /> between vehicles traveling in opposite directions would be increased by the addition of <br /> trucks to these roadways. The addition of truck traffic to Koster Road would result in an <br /> increased potential for accidents at the intersection with SR 132. Truckers waiting to make <br /> a left turn at the stop sign on Koster Road could become impatient and enter the roadway <br /> without waiting for a sufficient gap in traffic. The potential safety impacts associated with <br /> adding truck traffic to area roadways would be significant. <br /> Alternative 2: Proposed Project with Alternate Northern Access Road �J <br /> Blewett Road between the proposed project access and Bird Road would carry 85 percent <br /> of loaded trucks and 35 percent of unloaded trucks for the proposed quarry. Koster Road <br /> would cavy 10 percent of the loaded trucks and 60 percent of the unloaded quarry trucks. <br /> The potential for conflicts between vehicles traveling in opposite directions would be <br /> increasedby the addition of trucks to these roadways. The potential safety impacts <br /> associated with adding truck traffic to area roadways would be significant. <br /> The additional truck traffic to Koster Road anticipated under this alternative would not result <br /> in a significant increase in the potential for accidents at the intersection with SR 132. Truck <br /> traffic that would need to make a left turn onto SR 132 at this intersection would be <br /> directed to use Blewett Road to access SR 132 via Bird Road. <br /> Alternative 3: Proposed Project with Bird Road Access to New Interchange <br /> All quarry trucks would use the Vernalis interchange and the section of relocated Bird Road <br /> between the interchange and the project site. The intersection of the southbound 1-5 <br /> Vernalis interchange ramps with relocated Bird Road was analyzed as an unsignalized <br /> intersection. With stop sign control for the southbound off-ramp at relocated Bird Road, <br /> the addition of truck traffic to the ramp would result in an increased potential for accidents <br /> under cumulative conditions. Truckers waiting to make a left turn at the stop sign could _ <br /> become impatient and enter Bird Road without waiting for a sufficient gap in traffic. The <br /> cumulative effects of adding the proposed project traffic to .this intersection would be <br /> significant. <br /> Alternative 4: No Proiect T <br /> No impacts to traffic safety are anticipated under this alternative. <br /> Mitigation Measure 4.4-2a (Alternatives 1, 2, and 3): <br /> Implement the traffic improvements already identified for Alternatives 1, 2, and 3 in <br /> this section. <br /> Draft Environmental Impact Report 4-50 ER-96-3 <br />
