Level of Significance After Mitigation: <br /> Implementation of Mitigation Measure 4.4-2a would reduce the traffic safety impacts <br /> for Altematives 9, 2 and 3 to a less-than-significant level. <br /> Impact 4.4-3 <br /> Cumulative Effects on Intersection LOS <br /> The cumulative effects of each of the alternatives on intersection LOS are.shown in Table <br /> 4.4-5. Under cumulative conditions, the SR 132/Koster Road intersection would operate <br /> at an unacceptable LOS during the AM Peak Hour (LOS F). This condition would occur <br /> in both the north and southbound directions without any of the project alternatives (as !� <br /> shown under the. No Project Alternative in Table 4.4-5). A discussion of cumulative i <br /> impacts under each alternative is provided below. The effectiveness of the proposed <br /> mitigation measures'at intersections adversely affected by the alternatives is demonstrated <br /> .` in Table 4.4-6. <br /> � I <br /> Alternative 1: Prol2osed Project and A : Proposed Project with Alternate <br /> Northern Access Road <br /> j The SR 132/Koster Road intersection would operate at LOS F during the AM peak hour !� <br /> in 2017 without Alternatives 1 and 2. There would not be sufficient gaps in the SR 132 �I <br /> traffic during the AM peak hour to accommodate side street traffic from Koster Road. The <br /> 4 proposed project would add traffic to this intersection. resulting in increased delays for side i <br /> street traffic. The potential result of this defic,ency could be the tendency for side street <br /> traffic drivers to become frustrated and attempt to enter SR 132 an <br /> P anyway, potentially <br /> i resulting in an increased number of accidents The cumulative effects of adding Alternative <br /> 1 and 2 traffic to this intersection would be significant. <br /> x <br /> Altern___Jive 3: Proposed Project with Bird Road A=ss to New Interchancie <br /> The intersection of the southbound 1-5 Vernalis interchange ramps with relocated Bird <br /> l Road was analyzed as an unsignalized intersection. With stop sign control, the <br /> intersection would operate at LOS F without Alternative 3. There would not be sufficient <br /> gaps in Bird Road traffic during the AM peak hour to accommodate traffic from the j <br /> { : interchange off-ramp. Alternative 3 would add traffic to this intersection <br /> resulting in , <br /> increased delays for off-ramp traffic. The cumulative effects of adding Alternative 3 traffic <br /> to this intersection would be significant. <br /> Alternative 4: No-Project <br /> Under the No Project Alternative, no mining or excavation activities are proposed and it is <br /> 7 assumed that existing land uses (agricultural/residential) at the project site would continue. <br /> As a result, this alternative would not contribute new traffic to surrounding roadway <br /> segments or intersections, and would therefore not contribute to the cumulative conditions <br /> of the study area.
