i
Ozone j
Ozone is a colorless toxic gas that irritates the lungs and damages materials and !
vegetation. . Levels of 03 exceed national and state standards throughout the Sacramento
Valley Air Basin. Because 03 formation is the result of photochemical reactions between
oxides of nitrogen, (NOj and ROG, typically produced by combustion sources, peak
concentrations of 03 occur downwind of precursor emission sources. The entire Basin,
including San Joaquin County, is designated as a nonattainment area for state and federal Ij
03 standards (SJVUAPCD, 1994).
Carbon Monoxide
Carbon monoxide(CO) is a colorless gas, produced almost entirely from automobiles. This
pollutant interferes with the transfer of oxygen to the brain. It is generally associated with
areas of high traffic density. The CARB designated San Joaquin County and Stanislaus
` County as "attainment"for CO in 1994. The remainder of the Basin is designated as either it
unclassified or attainment for state CO standards. For federal CO standards, the entire
Basin is designated as unclassified/attainment (SJVUAPCD, 1994). F
Nitrogen Dioxide
Nitrogen dioxide (NO2), often used interchangeably with NO, is a reddish-brown gas that
can cause breathing difficulties at high levels. Peak readings of NO2 occur in areas that
F, have a high concentration of combustion sources (e.g., motor vehicle engines, power
plants, refineries, and other industrial operations) in the vicinity. The entire Basin, including
San Joaquin County, is designated as attainment for state and federal NO2 standards
F (SJVUAPCD, 1994).
Table 4.5-3: SJVAB Attainment Status Designations f
Federal Designation Pollutant State Designation
Nonattainment Ozone Nonattainment
Nonattainment' CO -Stockton Attainment 'I
Nonattainment' CO -Modesto Attainment
Nonattainment CO Fresno Nonattainment
Nonattainment' CO -Bakersfield Attainment j
Nonattainment - PM,, Nonattainment
Attainment Nitrogen Dioxide Attainment
I
Attainment Sulfur Dioxide Attainment
No Federal Standard Sulfates Unclassified
No designation Lead (Particulate) Attainment if
1-
No Federal Standard Hydrogen Sulfide Unclassified
No Federal Standard Visibility Reducing Particulates Unclassified
Pending federal attainment designation.
.E
Source: SJVUAPCD 1994 Merchen 1997;EDAW 9997. y
Draft Environmental Impact Report 4-67 ER-96-3
it
 Ip
