i <br /> I <br /> I <br /> Total Suspended Particulates/Fine Particulate Matter <br /> On July 1, 1987, the EPA replaced the total suspended particulate (TSP) standard with a <br /> new particulate standard known as PM,a, which includes only particulate matter ten <br /> microns or less in diameter. Sources of PM,p include agricultural operations, industrial <br /> processes, combustion of fossil fuels, construction and demolition, and windblown dust and <br /> wildfires. The entire Basin, including San Joaquin County, is designated as nonattainment <br /> for state and federal PM,, standards (SJVUAPCD, 1994). <br /> Reactive Organic Gases (ROG) <br /> Reactive organic gases, also known as volatile organic compounds, are photochemically <br /> reactive hydrocarbons that are important constituents of ozone formation. The primary <br /> sources of ROG are petroleum transfer and storage, mobile sources, organic solvent use, <br /> and miscellaneous processes. There are no state or federal standards for atmospheric ` <br /> concentrations of ROG (SJVUAPCD, 1994). <br /> Sulfur Dioxide and Lead <br /> Sulfur dioxide (SO2), often used interchangeably with sulfur oxides (SOJ, and lead levels <br /> in all areas of the Basin, do not exceed national and state standards. San Joaquin County <br /> is in attainment of the state standards for these pollutants, and unclassified Lander the <br /> federal SO2 standards. There is no federal attainment designation for lead (SJVUAPCD, <br /> 1994). <br /> IMPACTS AND MITIGATION MEASURES <br /> Standards of Significance <br /> CEQA Significance Thresholds lJI <br /> Appendix G (Significant Effects of the State CEQA Guidelines indicate that a project would <br /> PP � 9 ) P J <br /> normally have a significant effect on the environment, if the project: <br /> • violates any ambient air quality standard, contributes substantially to an <br /> existing or projected air quality violation, or exposes sensitive receptors to <br /> substantial pollutant concentrations. <br /> SJVUAPCD Thresholdsof Significance <br /> The SJVUAPCD is in the process of developing criteria for determining whether the <br /> potential air quality impacts of a project need to be analyzed in an EIR. Until such criteria <br /> are finalized, the SJVUAPCD recommends the use of the Sacramento Metropolitan Air <br /> Quality Management District's (SMAQMD) Air Qualify Thresholds of Significance <br /> guidelines along with the following interim quantitative emission thresholds: <br /> Draft Environmental Impact Report 4-68 ER-96-3 gip, <br />
