r
surface visibility. Visibility in the'southwest corner of the project site was good as the area
directly surrounding the residence has been disced. In this location there are e several
buildings including a home, storage shed, and two trailers.) Careful attention was paid to
1 rodent burrows and tree holes for the presence of cultural materials. Parts of the project
site are current) used for sheep P grazing.
It REGULATORY FRAMEWORK
The cultural resource evaluation for the proposed project was conducted in accordance
with various state and county statutes and regulations, most notably the State CEQA
- Guidelines, Section 7050.5 of the Health and Safety Code, Public Resources Code Section
5097, and the San Joaquin County Environmental Review Guidelines. Field methods and
compliance documents followed California State Office of Historic Preservation (SHPO)
guidelines published as Archaeological Resource Management Reports (ARMR):
Recommended Contents and Format, and the State CEQA Guidelines: Appendices K
and G.
Pursuant to Section 15065(a) of the State CEQA Guidelines, significant impacts could
occur if "important" examples of major periods of California history or prehistory are
eliminated due to project impacts. Identification of historic properties is a prerequisite to
determining project impacts. Thus an Archaeological Survey Report (ASR) was prepared,
and is included in Section 7.6 of this EIR. Such documentation is required by the SHPO i
[Public Resources Code 5024.0(0] and the Lead Agency in order to comment on the
l adequacy of the historic properties studies required under CEQA Guidelines (15063). The
' ASR was used, in conjunction with other relevant sources, to prepare the impact
discussion provided below.
IMPACTS-AND MITIGATION MEASURES
f
Significance Criteria
I
Appendix G of the State CEQA Guidelines states that a project may have a significant j
effect if it will ;
r
i
• "disrupt or adversely affect a prehistoric or historic archaeological site or a
property of historic or cultural significance to a community or ethnic or social
group...
The criteria used for determining if a site is important can be found in Appendix K, Section
11(a-e) of the State CEQA Guidelines. An "important" resource is defined under CEQA as
one that:
A. Is associated with an event or person of recognized significance in California
t ,
or American history., or recognized scientific importance in prehistory;
Draft Environmental Impact Report 4-108 ER-96-3
i
