0 Q <br /> B. Can provide information which is both of demonstrable public interest and <br /> useful in addressing scientifically consequential question; <br /> C. Has a special or particular quality such as oldest, best example, largest or <br /> last surviving example of its kind; <br /> D. Is at least 100 years old and possesses substantial stratigraphic integrity; or <br /> E. Involves important research questions that historical research has shown can <br /> be answered only with archaeological methods. <br /> Cultural resources not found to be "important" per CEQA usually do not require further <br /> management consideration. <br /> Public Resources Code 5024.1 established the California Register of Historical Resources, <br /> which is used to identify the State's historical resources and to indicate what properties are <br /> to be protected from adverse impacts. A site is eligible for the California Register of <br /> Historical Resources if it meets one of several criteria patterned after the National Register <br /> of Historic Places {36 CFR 60.4} and CEQA. Thus a project would also be considered to ` <br /> have a significant effect if it would: <br /> • adversely effect a resource that is listed or had been determined eligible for <br /> the California Register of Historical Resources. <br /> IMPACTS AND MITIGATION MEASURES <br /> Although no previously recorded cultural resources have been located in the project area, <br /> ground disturbing activities could reveal buried or otherwise obscured archaeological <br /> deposits. A standing structure was located which has not.been evaluated for architectural ?:J <br /> importance nor CEQA "importance." <br /> Impact 4.8-1 <br /> Effects on Buried and Structural Resources <br /> All uar Excavation Alternatives 1 2 and 3 <br /> Alternatives 1, 2, and 3 would result in the disturbance of the entire 142 acres: 11 acres <br /> would be used for the proposed processing facilities; and the remaining area would be <br /> mined to a depth of 125 feet. In addition to project site, each alternative would require <br /> improvements to and/or construction of access roads. The project site and access roads <br /> are considered the study area for this analysis. The formal record search and survey <br /> disclosed that no ethnographic, prehistoric or historical archaeological remains or sites are <br /> located within the study area; however, it is .possible that buried resources could be <br /> discovered during -the proposed excavation activities. This would be a potentially <br /> significant impact. No resources listed on the California Register of Historic Places were <br /> Draft Environmental Impact Report 4-109 ER-96-3 <br />
