Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Sullivan: <br /> Thank you for the opportunity to 'review the Notice of Preparation (NOP)/Initial Study (IS) <br /> i for the DSS Engineering Contractors Draft Environmental Impact Report (EIR). The proposed <br /> project is located in the southern portion of San Joaquin County, one-half mile south of Blewett <br /> Road on the west side of Koster Road(APN 26509004). Our Transportation planning Branch <br /> has circulated the NOP/IS through its Inormal interdepartmental review process and we offer the <br />' following comments: <br /> • An earlier study for the proposed Granitc Quarry on Gaffcry Road, south of tho DSS site, <br /> determined that the existing road and bridge s stem were not <br />� -- ly g y adequate to handle high <br /> volumes of truck traffic. The study identified a new I-5 interchange south of Blewett Road <br /> with new County road connections. From our initial review of this proposal we believe that <br /> l ' the most effective mitigation for the truck traffic created by this project would be to gain <br /> highway access from this proposed new interchange. We believe that this option needs to be <br /> fully investigated as part of the planning and environmental documentation for this project, <br /> including potential shared financial responsibilities in order for the interchange to be <br /> constructed. 'b <br /> The Draft Environmental impact Repnrt will need M contain a traffic analysis identifying <br /> #.r truck traffic impacts on all area rotes. In order to assess those impacts, a traffic study needs <br /> to be prepared. It should include the following information. <br /> ,i <br /> - The traffic study should show current and projected daily traffic peak hour conditions, <br /> directional split,peak hour turning movements and resulting levels of service(LOS). <br /> t - Discussion which addresses the required improvements for egress and ingress, including <br /> Acceleration and deceleration lanes and.right and left turn pockets to accommodate truck <br /> turning movements.
