DEC-23-86 MON 16; 18 CALTRA D10` FAX NO. 9948pil P. 02 <br /> A4& Kerry SuMvan <br /> December 23. 1996 <br /> � M <br /> Page 2 <br /> E f - Tmpacts of large trucks on they structural and operational'aspects at the following <br /> Iocations: 1' <br /> 1) Highway 132/Koster Road; <br /> 2) Highway 132/Bird Road, and <br /> 3) High%yay 132/1-5 ramps. i� <br /> - As proposed,the truck route north on Koster Road, left onto Highway 132 is not <br /> acceptable.- If this Fuute is selected at Koster Road, a new bridge should be built <br /> (consistent with the Freeway Agreement) with a right-turn onto the frontage road then <br /> easterly to the Highway 33 interchange providing freeway access. <br /> - Access should be south on Koster Road,cross the California Aqueduct and northwest to <br /> the new interchange at I-5 (identified through an earlier study done by Granite quarry). <br /> From our initial rCview, we believe that the most effective mitigation for the truck traffic <br /> created by this project would be to gain highway access from this new I-5 interchange. <br /> - A discussion of recommended mitigation measures and a reference to funding <br /> responsibility for any improvements made necessary by the project traffic. The <br /> mitigation's established for this project should be integrated with the mitigation and <br /> financial mechanisms established by the County of San Joaquin for all the proposed <br /> quarry projects in this area. <br /> 1 <br /> A Project Study Report (PSR),will be required for any work proposed at the Highway <br /> 132 intersections. This was already done for the 1-5/Bird Road proposed interchange. <br /> iPlease refer to our letter of October 9, 1996, to Tom Gau about this same project. We <br /> E would like to meet with your staff and consultant to scope the traffic study to.be done for <br /> ti this EIR. <br /> Any work done in Sta1c right of way will require an encroachment permit. As the lead <br /> Agency you should review the need for cultural resource, biological resource and hazardous <br /> waste studies in our right of way with!the applicant. Please provide Caltrans with either: 1) <br /> appropriate studies done by qualified professional staff; and 2)the rationale for your CEQA <br /> determination that these issues are not of concern in the State right of way.
