it <br /> !� December 24 1996 <br /> San Joaquin County , <br /> NOP for ER-96-3 Page 2 <br /> Section 1: description of the regulatory environment and existing air quality <br /> conditions impacting the project area <br /> The District has several sources of information available to assist with the existing air <br /> quality and regulatory environment section of the EIR. The District's Air Quality <br /> Guidelines for General Plans;lalthough slightly outdated, contains discussions of the <br />[' existing air quality conditions and trends of the San Joaquin Valley Air Basin, including <br /> I those pollutants of particular concern (ozone, PM-10, and carbon monoxide). In <br /> i addition, it provides an overview of the regulatory environment governing air quality at <br /> z the federal, state, and regional levels. The 1994 Serious Area PM-10 Plan contains <br /> information and control strategies for PM-10. In addition, the District can provide air <br /> monitoring data and other relevant information. <br />` Section 2: project impacts <br /> t The air quality analysis for thisbEIR must identify and quantify the amount of <br />' 4 emissions from the traffic (i.e. haul trucks, employees traveling to and from project <br /> area, etc.) which will be generated as a result of this excavation. Please note that <br /> i vehicles traveling over unpaved or paved roads create fugitive dust (PM-10) <br /> emissions. <br /> I �• :� <br /> I •� <br /> F The DER should identify the sources of pollutants (i.e. the equipment which will be <br /> used in this operation -- both stationary and mobile) and quantify the emissions which <br /> will be generated from these sources. An Authority To Construct (ATC) and Permit To <br /> Operate (PTO) will be required for this type of use. The applicant is advised to contact <br /> the Permit Services Division to obtain appropriate approvals prior to construction. <br /> Any sensitive receptors (a locati.,on where human populations, especially children <br /> seniors, and sick persons are found) located within the project vicinity must be <br /> identified. The location of sensitive receptors should be explained in terms that <br /> demonstrate the relationship between the project site and potential air quality impacts. <br /> " As a result of the AB 2588 Prog;ram (Air Toxics "Hot Spots" Information and <br /> Assessment Act of 1987), the District limits emissions of and public exposure to toxic air <br /> contaminates (TACs). Therefore, any TACs generated by this facility must be <br /> identified. If applicable, please include anticipated TAC emissions, potential health <br /> �- impacts, and control measures.l� <br /> !' The cumulative impacts resulting from this project should be analyzed in the DEIR. <br /> Cumulative impacts are defined in CEQA as two or more effects which, when <br /> considered together, are considerable or which compound or increase other <br /> environmental impacts. This analysis should take into consideration the existing and <br /> planned development both within the project area and in surrounding areas. <br /> F <br /> I <br /> 4 r <br />
