` d San Joaquin'iValley
Unified Air Pollution Control District
December 24, 1996
Kerry Sullivan 1996
San Joaquin County
Community Development Depa lament
Development Services Division ;! O. J' ,
i It`:13 Yid : '.. •r
1810 East Hazelton Avenue
Stockton, CA 95205 I
SUBJECT: NOTICE OF PREPARATION OF ENVIRONMENTAL IMPACT REPORT
# ER-96-3
Dear Ms. Sullivan:
The San Joaquin Valley UnifiedAir Pollution Control District has reviewed the proposed
project and offers the following comments:
r
The San Joaquin Valley's air quality has been designated serious nonattainment by the
EPA and severe nonattainment by the California Air Resources Board (CARB) for 03
(ozone). PM-10 (fine particulate matter, dust) has been designated serious
nonattainment by the EPA and nonattainment by the CARB. The Federal Clean Air Act
(CAA) and the California Clean Air Act require areas that are designated nonattainment
to reduce emissions until standards are met.
The District recommends that tli'e air quality section of the EIR have three main
components. 1) It should provide a description of the regulatory environment and
4 existing air quality conditions of the project area. 2) It should provide estimates of
projected pollutant emissions related to the increases of the ozone precursors [ROG
' (reactive organic gases) and NOx (oxides of nitrogen)] and PM-10 (Fugitive Dust)
attributed to the excavation actiiities and unpaved roads, vehicle and/or truck traffic
resulting from the hauling of excavated materials, heavy construction equipment, and
r aggregate processing equipment. This section should also identify any toxic air
l contaminates and any sensitive'receptors who may be adversely affected by this
facility. 3) It should identify and discuss all feasible measures which, after
implementation, will reduce the air quality impacts generated by this project.
H
I r David L.
