J'� , <br /> �i It`:�13 Yid : '.. •r <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 I <br /> SUBJECT: NOTICE OF PREPARATION OF ENVIRONMENTAL IMPACT REPORT <br /> # ER-96-3 <br /> Dear Ms. Sullivan: <br /> The San Joaquin Valley UnifiedAir Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> r <br /> The San Joaquin Valley's air quality has been designated serious nonattainment by the <br /> EPA and severe nonattainment by the California Air Resources Board (CARB) for 03 <br /> (ozone). PM-10 (fine particulate matter, dust) has been designated serious <br /> nonattainment by the EPA and nonattainment by the CARB. The Federal Clean Air Act <br /> (CAA) and the California Clean Air Act require areas that are designated nonattainment <br /> to reduce emissions until standards are met. <br /> The District recommends that tli'e air quality section of the EIR have three main <br /> components. 1) It should provide a description of the regulatory environment and <br /> 4 existing air quality conditions of the project area. 2) It should provide estimates of <br /> projected pollutant emissions related to the increases of the ozone precursors [ROG <br />' (reactive organic gases) and NOx (oxides of nitrogen)] and PM-10 (Fugitive Dust) <br /> attributed to the excavation actiiities and unpaved roads, vehicle and/or truck traffic <br /> resulting from the hauling of excavated materials, heavy construction equipment, and <br /> r aggregate processing equipment. This section should also identify any toxic air <br /> l contaminates and any sensitive'receptors who may be adversely affected by this <br /> facility. 3) It should identify and discuss all feasible measures which, after <br /> implementation, will reduce the air quality impacts generated by this project. <br /> H <br /> I r David L.
