Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Deny the single family residence due to the inability to make Finding No.5; and <br /> 3. Approve Site Approval No. PA-0800304 (without the single family residence) with the Findings <br /> and Conditions of Approval contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> This finding can be made because the site is designated Resource Conservation and the <br /> AG-40 zone is an implementing zone for the Resource Conservation designation. A <br /> single family residence and a temporary corporation yard are permitted uses in the AG- <br /> 40 zone, but may be conditionally permitted with a Site Approval application if <br /> designated Resource Conservation or located over a significant sand and gravel <br /> deposit. The proposed uses do not require significant capital investments in facilities <br /> and structures. Although the site is located over a significant gravel deposit, it cannot <br /> be excavated because of the adjacent canal and related easement. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has frontage on a county maintained road <br /> and the;site plan demonstrates that there is adequate room for a private well, septic <br /> system and on site drainage. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the site plan demonstrates that the site can <br /> accommodate the proposed uses and all yards, building coverage, and setbacks <br /> required by the Development Title. <br /> i <br /> 4.
