Item No. 2 <br /> PC: 11-21-91 <br /> UP-92-6 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On May 24, 1984, the Board of Zoning Adjustment approved Use Permit No. U-34-11 20 to increase the <br /> capacity of an existing private education center from 6 to 16 developmentally disadvantaged students. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The site is designated Low Density Residential on the General Plan. The zone is RASO <br /> (Residential; 30,000-square-foot minimum). The proposed use may be conditionally permitted in <br /> the RA-30 zone with an approved Use Permit. <br /> AREA NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> This five-acre site contains oniy the existing educational facility and accessory buildings. 71-ie <br /> �.. surrounding uses are residential, on large lots, with a preschool to the north, a church to the west, <br /> and Interstate 205 to the south. The only significant land use issue that has been identified <br /> concerns noise from the traffic on Interstate 205 (see 'Hazards and Constraints'). <br /> Traffic/Circulation: <br /> The project site has frontage and access on West Larch Road.
