Any land in this zone lower than 11 feet above sea level would be subject <br /> to flooding in the event of a 100-year flood. The 100-year flood zone includes only the front <br /> portion of this property. The proposed use is not prohibited in the flood frince; however. new <br /> construction is subject to the Standards for Flood Hazard Reduction in the Planning Title (Section <br /> 9-10325). <br /> Noise: <br /> In 1986, to update the Noise Element of the General Plan, BBN Laboratories, Inc., prepared tables <br /> of current and projected noise contours for specific roads, railroads, and airports in the County. <br /> The building is located within the 65 db CNEL noise contours of Interstate Route 205, projected <br /> for the year 2005. Section 9,800(e) of the Planning Title states the following: <br /> "New homes for the care of the aged and infirm, rest homes, educational institutions, and <br /> hospitals shall conform to the following: <br /> '(1) The maximum exterior noise level entering new homes for the care of the aged and infirm <br /> and resthomes is 60 db Ldn at three feet from any of the building's exterior walls; <br /> "!`n 1V0 new homes for the care of the aced and infirm and resthornes may be built in areas <br /> located within the present or future 65 db Ldn noise contour as designated by the San <br /> Joaquin County Noise Element without noise reduction such as, but not limited to, siting <br /> or noise barriers;" <br /> The Development Services Division recommends as a Condition of Approval that a noise study <br /> be prepared and that mitigation measures cited in the study be implemented. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this.project on October 1, 1991, and no significant environmental <br /> impacts were identified. On the bases of that review, a Negative Declaration was prepared. In addition, <br /> a "De Minimis Impact Finding' has been prepared which states that the project will not have an adverse <br /> impact on wildlife resources. <br />
