Screening <br /> Development Title Section 9-1022.4(d)(1) states, unless otherwise specified, parking <br /> areas abutting a residential zone, an area shown on the General Plan for residential use, <br /> or an existing residential use, shall be screened with a solid masonry wall six (6) to seven <br /> (7) feet in height along the abutting property line, and a five (5) foot planting strip shall be <br /> installed adjacent to the wall and parking area. <br /> The parcel abutting the eastern property line of the project site has a single family <br /> residence and is zoned R-L (Low Density Residential). As a result, a solid masonry wall <br /> six (6) to seven (7) feet in height shall be built along the eastern property line of the project <br /> site. Also, a five (5) foot planting strip will be required as a condition of approval adjacent <br /> to the masonry wall and parking areas. <br /> Development Title Section 9-1022.4(c), states when plant materials are used for <br /> screening, they shall be planted in such a quantity and location as to achieve an effective <br /> visual screen within three (3) years of installation. If a hedge fails to retain such density <br /> any time after this three (3) year period, it shall be supplemented or replaced with other <br /> dense landscaping or an appropriate fence or wall. <br /> Therefore, because there is an existing residence on the adjacent parcel, mature <br /> landscaping or hedge, six (6) to seven (7) feet in height, planted along the existing security <br /> rod iron fencing that provides adequate screening can be an alternative in place of a <br /> masonry wall and would be physically suitable for the type of development and the <br /> intensity of development being proposed. <br /> Council of Governments <br /> A referral was sent to the San Joaquin Council of Governments (COG)for review. This <br /> project is subject to the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP) and is located in the unmapped area. Per requirements of <br /> the SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90- <br /> day process and it is recommended that the applicant contact SJMSCP staff as early as <br /> possible. <br /> San Joaquin Valley Air Pollution Control District <br /> A referral was sent to San Joaquin Valley Air Pollution Control District for review. This <br /> project is subject to District Rule 9510. District Rule 9510 is intended to mitigate a project's <br /> impact on air quality through project design elements or by payment of applicable off-site <br /> mitigation fees. It is recommended that the applicant contact APCD staff as early as <br /> possible regarding District Rule 9510. <br /> City of Tracy <br /> A referral was sent to the City of Tracy, Fire Prevention, for review. The applicant will <br /> need to contact the City of Tracy prior to this project being approved. <br /> 3 <br />
