This <br /> noise maximum should be controlled by limiting activities to <br /> the building and walled courtyard area and by setting a maximum <br /> number of 50 people at any one time, with allowance for a semi- <br /> annual event for up to 100 persons . <br /> Traffic Circulation: <br /> The project fronts on Larch noad, which is" shown on the General <br /> Plan as a Minor Collector. This road has an existing and <br /> planned width of 60 feet . The Department of Public Works j <br /> recommends conditioning this application for frontage improve- <br /> ment construction and an encroachment permit . Public Works has <br /> not specified curb, gutter, or sidewalk improvements. <br /> Internal circulation should be installed to insure access to <br /> the rear of the parcel not being developed as part of this Use <br /> Permit . <br /> Land Use: <br /> Presently, there are scattered residential uses in the imme- <br /> diate vicinity; the Land Use Map, attached to this report , <br /> illustrates existing uses. This area is in the process of <br /> being upgraded with public water . <br /> The subject property currently conta'ns several structures, <br /> including a vacant, nonconforming mobilehome, which will be <br /> conditioned for removal, and several storage buildings which <br /> will remain. <br /> The applicant ' s agent has indicated that the facility will not <br /> be used Monday through Thursday. Friday evenings will be set <br /> aside for religious study sessions and workshops. Weekends <br /> will be primarily for social gatherings and meetings . Hours of j <br /> operation are conditioned to minimize conflict with adjacent <br /> residential uses. <br /> The tentative plan for future developmenti of the south portion <br /> of this property is for a residential suhdivision.
