APPENDIX "B" <br /> MITIGATION MONITORING AND REPORTING PROGRAM <br /> LATHROP IRRIGATION DISTRICT ANNEXATION <br /> This Mitigation Monitoring and Reporting Program(MMRP)describes the roles and responsibilities in monitoring and reporting on the implementation <br /> of the mitigation measures adopted for the LID annexation and the subsequent provision of electricity and telecommunication services under Section <br /> 15097 of the CEQA Guidelines. <br /> CEQA requires that the lead agency adopt a reporting and monitoring program to ensure that measures adopted to mitigate or avoid significant i <br /> environmental impacts are implemented. This document is a working guide to facilitate not only the implementation of the adopted mitigation measures, <br /> but also the other monitoring,compliance and reporting activities of LID. <br /> Project Background <br /> The initial study determined that the actions that would be taken to install the LID electrical and telecommunication facilities would require mitigation <br /> measures in the following areas: <br /> • Air Quality <br /> Biological Resources <br /> • Cultural Resources <br /> Hydrology and Water Quality <br /> • Noise <br /> No mitigation measures would be required for the following issue areas: <br /> Aesthetics <br /> Agriculture Resources <br /> Geology/Soils <br /> Hazards and Hazardous Materials <br /> Land Use/Planning <br /> Mineral Resources <br /> Population/Housing <br /> Public Services <br /> Recreation <br /> 136 <br />
