Transportation/Trafftc
Utilities/Service Systems
Roles and Responsibilities
As the lead agency, San Joaquin County is required to monitor this project to ensure that the adopted mitigation measures adopted by the County and
LAFCO are implemented effectively; however, the responsibility of monitoring may be delegated to LID. LID will assume primary responsibility for
implementation of the monitoring and for ensuring full compliance with the provisions of the monitoring program.
LID will appoint one person with responsibility for implementing the MMRP and that person would have the authority to halt any activity associated {
with the implementation of the electrical and telecommunication facility construction.
LID would maintain a record of its monitoring activities and, during construction of the facilities; LID would provide San Joaquin County with an annual
report summarizing compliance with the adopted mitigation measures.
Mitigation Monitoring Program
The following table summarizes the required mitigation measures adopted with this initial study. The table provides a single comprehensive list of
mitigation measures,effectiveness,criteria and timing.
Mitigation Measure Responsible Party Monitoring/Reporting Timing
Action
Air Quality
Air Ouality Mitigation 1: In accordance with SJVAPCD guidelines LID/Contractor Implement dust control Prior to and periodically during
(SJVAPCD 1998),the following mitigation, which includes SJVAPCD measures outlined by construction /
Basic,Enhanced, and Additional Control Measures, shall be incorporated the mitigation before and l
and implemented during all construction related activities: during construction
All disturbed areas, including storage piles, which are not being activities as applicable.
actively utilized for construction purposes, shall be effectively
stabilized of dust emissions using water, chemical
stabilizer/suppressant,or vegetative ground cover.
All onsite unpaved construction roads and offsite unpaved
construction access roads shall be effectively stabilized of dust
emissions using water or chemical stabilizer/suppressant.
All land clearing, grubbing, scraping, excavation, land leveling,
grading, cut and fill, and demolition activities shall be
137
