Transportation/Trafftc <br /> Utilities/Service Systems <br /> Roles and Responsibilities <br /> As the lead agency, San Joaquin County is required to monitor this project to ensure that the adopted mitigation measures adopted by the County and <br /> LAFCO are implemented effectively; however,the responsibility of monitoring may be delegated to LID. LID will assume primary responsibility for <br /> implementation of the monitoring and for ensuring full compliance with the provisions of the monitoring program. <br /> LID will appoint one person with responsibility for implementing the MMRP and that person would have the authority to halt any activity associated { <br /> with the implementation of the electrical and telecommunication facility construction. <br /> LID would maintain a record of its monitoring activities and, during construction of the facilities; LID would provide San Joaquin County with an annual <br /> report summarizing compliance with the adopted mitigation measures. <br /> Mitigation Monitoring Program <br /> The following table summarizes the required mitigation measures adopted with this initial study.
