�. <br /> Initial Study—LID Annexation <br /> The proposed distribution facilities consist of a distribution backbone and the facilities within individual <br /> residential and commercial/office developments within the LID service area. The distribution backbone <br /> will be developed by LID. Facilities within each development will be developed as part of that <br /> development and LID will extend its backbone as required to serve each development. LID will establish <br /> design and construction standards that specify standard industry equipment that is readily available from <br /> several manufacturers. LID will then contract for design and construction of backbone distribution <br /> facilities and will approve plans for facilities within residential and commercial developments based on <br /> LID's utility standards. All newly constructed facilities shall be dedicated to LID. <br /> The initial interconnection with the California grid will be accomplished at primary distribution voltage. <br /> The location of that interconnection will he determined through negotiation with the grid owner. When <br /> LID loads outgrow the capacity of the initial interconnection LID will increase its interconnection <br /> capacity. LID will choose between additional interconnections at distribution voltage and interconnection <br /> at transmission voltage based on the prices of the options available at that time. Pricing of <br /> interconnection is subject to regulation by the Federal Energy Regulatory Commission (FERC), and may <br /> be subject to negotiation at that time. Interconnections at distribution voltages are subject to FERC <br /> regulation and do not require an EIR. If LID determines that an interconnection at transmission voltage is <br /> most beneficial for expanding interconnection capacity then it will build a substation with this <br /> interconnection, rather than waiting for the expanded distribution system to be built. <br /> 13 Provision of Water and Wastewater Services <br /> Though LID has the ability to provide water and wastewater services,these utilities will he provided by <br /> the City of Lathrop in accordance with the West Lathrop Specific Plan and City of Lathrop Water, <br /> Wastewater and Recycled Water Master Plan.The City has performed a comprehensive engineering and <br /> planning process in its Master Plans to provide potable water,wastewater treatment and collection and <br /> recycled water distribution to all planning areas of the City, including River Islands. As a result, LID will <br /> not be providing these services at this time, but retain the authority to do so in the future if necessary. <br /> 1.4 Provision of Telecommunication Services <br /> As conditionally approved with LAFCO's initial formation of LID in 2002, LID will design and construct <br /> telecommunication services for the River Islands area. The telecommunications services system will be <br /> designed to meet commercial telephone, data and video needs,and residential telephone, video <br /> entertainment and data needs.The system will be comprised of four separate networks: (1)a telephone <br /> network;(2)a cable TV network; (3)a wireless network;and(4)a trunked radio network.The total <br /> system will take advantage of a joint-use fiber optic cable infrastructure,a common central office that will <br /> be located at the east side of the project,and use of common utility trenches located in roadway rights-of- <br /> way. <br /> Should LID not operate its own internet service, independent internet providers may establish a Point of <br /> Presence(POP)through LID's backbone infrastructure. LID would connect its system to one of several <br /> high-level networks(Network Access Points or NAPs). <br /> Telephone service is currently provided by SBC on the Stewart Tract. LID may choose to contract with <br /> SBC, act as its own provider(acquiring and then upgrading existing infrastructure)or constructing a <br /> competing service utilizing a Voice over IP structure. <br /> Cable television service is currently provided by Continental Cablevision through a franchise agreement <br /> with the City of Lathrop. LID may also contract with Continental Cablevision,or create a competing <br /> service utilizing new infrastructure. <br /> 15 <br />
