u 1Tiitia!Study—LID Annexation <br /> SECTION 2 ENVIRONMENTAL ANALYSIS <br /> This section provides the environmental analysis of the LID Annexation for the provision of services that <br /> LID may provide, in particular,electrical,telecommunication services, sanitary sewer and recycled water <br /> disposal,potable water and irrigation water. The analysis is based upon Appendix G of the CEQA <br /> Guidelines. Each analysis includes a brief discussion of the environmental setting and the regulatory <br /> requirements for each aspect of the environment in the checklist and provides a copy of the checklist <br /> (provided in the beginning of this document). Items are checked in the checklist for either"Potentially <br /> Significant Impact,""Less than Significant Impact with Mitigation Incorporation,""Less than Significant <br /> Impact,"or"No Impact." The analysis includes an explanation for each conclusion presented in the <br /> checklist as required by CEQA. <br /> The Mitigation Monitoring and Reporting Program(MMRP)proposed for adoption,verifies the <br /> implementation of mitigation measures recommended in the analysis and is included as Appendix B of <br /> this document. <br /> 2.1 Aesthetics <br /> The proposed LID electrical system would be located in a relatively flat, rural,but urbanizing area within <br /> the City of Lathrop. The project would have a less than significant impact on scenic vistas and no impact <br /> on scenic resources and scenic highways. The project facilities(pole lines, substation)will create less <br /> than significant effects on the visual characteristics and the effect of light and glare from the substation <br /> would also be less than significant. <br /> 2.1.1 Regulatory Background <br /> Aesthetic resources in the area were analyzed in the 1991 Lathrop General Plan EIR, 1996 West Lathrop <br /> Specific Plan EIR and the 2003 River Islands EIR. The Lathrop General Plan provides the primary policy <br /> direction,by identifying the following as scenic resources: <br /> I. Views of agricultural lands to the west and south, and <br /> 2. Views of the Coast Ranges to the west. <br /> The General Plan recognizes that views of the San Joaquin River also could be considered a scenic <br /> resource. However,views of the river are obscured by the surrounding levee system. Thus,the San <br /> Joaquin River can be viewed only from the tops of the levees and at bridge crossings. In addition to these <br /> scenic resources,the General Plan suggests that the current"degree of darkness" in Lathrop, especially in <br /> residential neighborhoods, is an important visual resource.
