Adopted November 10, 2001. <br /> 2.5 Cultural Resources <br /> This section evaluates the potential environmental impacts of project on cultural resources. It is based on <br /> an archaeological survey report prepared for the proposed project by EDAW dated April 2002 and a <br /> separate historical structures evaluation report prepared for the proposed project by EDAW in May 2002; <br /> both of these documents were the basis for analysis under the River Islands EIR. Given the <br /> confidentiality requirements of the state and the California Historical Resources Information System <br /> (CHRIS),references to the locations of cultural resources sites cited in the River Islands EIR are provided <br /> in general rather than specific terms. The archaeological and historic structures reports,which identify <br /> specific locations of cultural resources sites in the project area,are on file for review by authorized <br /> individuals with the Central California Information Center of the CHRIS and at the City of Lathrop <br /> Community Development Department. <br /> The project area was included in the River Islands analysis. The assessments performed for River Islands <br /> identified a prehistoric site,two historic railroad segments,and two prehistoric isolated artifacts. The <br /> locations for these sites are kept confidential project their integrity. With the certification of the River <br /> Islands EIR and adoption of the MMRP,mitigation measures for protection of these sites were imposed at <br /> the recommendation of EDAW archeologists and historians. These mitigations included Phase 2 testing <br /> at prehistoric site RI-I to determine its enact location and extent of value;the protection of sensitive sites <br /> that may be undiscovered from disturbance prior to construction activities;the listing of several historic <br /> sites with the California Register of Historic Sites;and the hiring of an architectural historian to <br /> completely record sites involving the historic grain silos,completed to the standards of a Historic <br /> American Engineering Record. With these mitigations,the impacts are considered less than significant. <br /> 2.6.1 Regulatory Background <br /> The Lathrop General Plan(General Plan)contains two policies in the Open Space for Health,Welfare, <br /> and Well-Being element of the plan that relate to archeological and cultural resources.The first policy <br /> addresses known cultural resources sites.The City is required to evaluate potential conflicts with known <br /> sites when an application for development in the plan area is filed.Confidentiality shall be maintained <br /> between the City and the developer to prevent uninvolved parties from obtaining information on the <br /> location of the resource and potential vandalism. Alternatives for development design intended to protect <br /> cultural resources shall be reviewed by a Native American having competence in understanding and <br /> interpreting the importance of the resources and of the most desirable methods to ensure their <br /> preservation. <br /> 32 <br />
