rnitial Study—LID Annexation <br /> with the exception of the placement of transmission pole lines that may be erected and used by raptors for <br /> nesting. Mitigation measures specific to construction activities, such as avoidance of identified sensitive <br /> species habitat and payment of the San Joaquin County Habitat Conservation Plan fee would be required <br /> of this Project, also,to ensure that specific activities for construction of electrical and telecommunication <br /> facilities are guided by the previously approved mitigation measures. <br /> The proposed Project would involve no other new or more intensive impacts in this issue area. The <br /> proposed Project as a result,would not require any additional or more effective mitigation measures to <br /> avoid significant environmental effects. <br /> For the provision of sewer and water services, biological resource impacts were analyzed in the Lathrop <br /> Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for <br /> sewer and recycled water,the Phase I Expansion of Water Recycling Plant No. 1 EIR and LAFCO's LID <br /> Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts <br /> associated with these services would be mitigated by the mitigation measures identified in these previous <br /> documents and no additional analysis is necessary. Copies of the documents are available in the San <br /> Joaquin County Community Development Department Office. <br /> The proposed project does not involve substantial changes to the Project which will require major <br /> revisions of the prior environmental documents due to the involvement of new or substantially more <br /> severe environmental impacts because the LID formation and the LID's provision of services previously <br /> were evaluated in the prior environmental documents. Further, there are no substantial changes with <br /> respect to the circumstances in which the project will be undertaken that would involve new or more <br /> intensive impacts in this issue area. Finally, there is no new information of substantial importance, which <br /> was not known and could not have been known when the prior environmental documents were prepared, <br /> that indicates that the project would have new or more severe aesthetic impacts or that considerably <br /> different or feasible mitigation measures are available that the LID declines to implement. The proposed <br /> project would not require additional mitigation measures to avoid new significant environmental effects. <br /> For these reasons,no further analysis is required. <br /> 2.4.3 Biological Resources—Mitigation Measures <br /> Biological Resources 1: LID shall be required to maintain a 60 inch separation between conductors on <br /> transmission lines as recommended by industry standards that may be erected <br /> near lands used by raptors for foraging to discourage nesting on these facilities. <br /> Biological Resources 2: LID shall be required to follow all adopted measures under the SJMSCP and <br /> payment of mitigation fees for loss of habitat associated with the new electrical <br /> and telecommunication facilities. <br /> Biological Resources 3: LID shall avoid all historic tree species in accordance with the City of Lathrop <br /> Tree Ordinance or follow the ordinance procedures for removal of a tree if such a <br /> tree cannot be avoided. <br /> 2.4.4 Biological Resources—References <br /> City of Lathrop(Grunwald and Associates).Comprehensive General Plan &Environmental Impact <br /> Report.
