CULTURAL RESOURCES—Would the project: <br /> a) Cause a substantial adverse change in the significance of a ❑ ❑ ❑ 0 <br /> historical resource? <br /> b) Cause a substantial adverse change in the significance of a ❑ ❑ ❑ N <br /> unique archaeological resource(i.e.,an artifact,object,or site about <br /> which it can be clearly demonstrated that, without merely adding to <br /> the current body of knowledge, there is a high probability that it <br /> contains information needed to answer important scientific research <br /> questions, has a special and particular quality such as being the <br /> oldest or best available example of its type,or is directly associated <br /> with a scientifically recognized important prehistoric or historic <br /> event or person)? <br /> c) Directly or indirectly destroy a unique paleontological resource ❑ 0 ❑ ❑ <br /> or site or unique geologic feature? <br /> d) Disturb any human remains, including those interred outside of ❑ 0 ❑ ❑ <br /> formal cemeteries? <br /> The proposed project would not disturb the identified sites or involve no new or more intensive impacts <br /> on cultural resources than identified in the River Islands EIR. The mitigation measures identified in the <br /> River Islands MMRP would adequately protect these resources. However, mitigation measures to protect <br /> possible undiscovered sites and resources that may be unearthed during construction activities shall be <br /> recommended for adoption with this initial study. <br /> For the provision of sewer and water services, cultural resource impacts were analyzed in the Lathrop <br /> Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for <br /> sewer and recycled water, the Phase I Expansion of Water Recycling Plant No. I EIR and LAFCO's LID <br /> Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts <br /> associated with these services would be mitigated by the mitigation measures identified in these previous <br /> documents and no additional analysis is necessary. Copies of the documents are available in the San <br /> Joaquin County Community Development Department Office. <br /> The proposed project does not involve substantial changes to the Project which will require major <br /> revisions of the prior environmental documents due to the involvement of new or substantially more <br /> severe environmental impacts because the LID formation and the LID's provision of services previously <br /> were evaluated in the prior environmental documents. Further, there are no substantial changes with <br /> respect to the circumstances in which the project will be undertaken that would involve new or more <br /> intensive impacts in this issue area. Finally,there is no new information of substantial importance,which <br /> was not known and could not have been known when the prior environmental documents were prepared, <br /> that indicates that the project would have new or more severe aesthetic impacts or that considerably <br /> different or feasible mitigation measures are available that the LID declines to implement.
