The proposed project would not require additional or more <br /> effective mitigation measures to avoid significant environmental effects. <br /> For the provision of sewer and water services, geology and soils impacts were analyzed in the Lathrop <br /> Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for <br /> sewer and recycled water, the Phase I Expansion of Water Recycling Plant No. 1 EIR and LAFCO's LID <br /> Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts <br /> associated with these services would be mitigated by the mitigation measures identified in these previous <br /> documents (including the mitigation measure from the LAFCO MND mentioned previously) and no <br /> additional analysis is necessary. Copies of the documents are available in the San Joaquin County <br /> Community Development Department Office. <br /> The proposed project does not involve substantial changes to the Project which will require major <br /> revisions of the prior environmental documents due to the involvement of new or substantially more <br /> severe environmental impacts because the LID formation and the LID's provision of services previously <br /> were evaluated in the prior environmental documents. Further, there are no substantial changes with <br /> respect to the circumstances in which the project will be undertaken that would involve new or more <br /> intensive impacts in this issue area. Finally, there is no new information of substantial importance, which <br /> was not known and could not have been known when the prior environmental documents were prepared, <br /> that indicates that the project would have new or more severe aesthetic impacts or that considerably <br /> different or feasible mitigation measures are available that the LID declines to implement. There were no identified hazardous sites near <br /> proposed LID facilities.
