The proposed project would not require additional or more effective mitigation measures to avoid significant environmental effects. For the provision of sewer and water services, geology and soils impacts were analyzed in the Lathrop Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for sewer and recycled water, the Phase I Expansion of Water Recycling Plant No. 1 EIR and LAFCO's LID Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts associated with these services would be mitigated by the mitigation measures identified in these previous documents (including the mitigation measure from the LAFCO MND mentioned previously) and no additional analysis is necessary. Copies of the documents are available in the San Joaquin County Community Development Department Office. The proposed project does not involve substantial changes to the Project which will require major revisions of the prior environmental documents due to the involvement of new or substantially more severe environmental impacts because the LID formation and the LID's provision of services previously were evaluated in the prior environmental documents. Further, there are no substantial changes with respect to the circumstances in which the project will be undertaken that would involve new or more intensive impacts in this issue area. Finally, there is no new information of substantial importance, which was not known and could not have been known when the prior environmental documents were prepared, that indicates that the project would have new or more severe aesthetic impacts or that considerably different or feasible mitigation measures are available that the LID declines to implement. The proposed project would not require additional mitigation measures to avoid new significant environmental effects. Adopted November 10, 2001. 2.7 Hazards and Hazardous Materials The Project site was evaluated for existing hazardous conditions under the Phase I Environmental Assessment performed by Denali and Associates(2002). There were no identified hazardous sites near proposed LID facilities. Further,the River Islands EIR analyzed at a project level, potential impacts to movement of hazardous materials as a result of construction. 38
