�- `rfitia!Study—LID Annexation <br /> 2.7.1 Regulatory Background <br /> The Lathrop General Plan does not specifically address the potential for existing hazardous materials in <br /> the plan area but includes policies to regulate the extent and location of land uses that may generate <br /> hazardous materials and other public health impacts. The West Lathrop Specific Plan and associated EIR <br /> take a similar approach, guiding land use decisions to avoid potential conflicts related to generation of <br /> hazardous materials and public health concerns. <br /> Several agencies regulate the transportation and use of hazardous materials to minimize potential risks to <br /> public health and safety.These agencies include the California Environmental Protection Agency(Cal- <br /> EPA)and the Office of Emergency Services.The California Highway Patrol and California Department <br /> of Transportation(Caltrans)enforce regulations for hazardous materials transport. In Cal-EPA,the <br /> Department of Toxic Substances Control(DTSC)has primary regulatory authority for hazardous <br /> materials regulation enforcement. State hazardous waste regulations are contained primarily in Title 22 of <br /> the California Code of Regulations(CCR). Individual Regional Water Quality Control Boards <br /> (RWQCBs)are the lead agencies responsible for identifying,monitoring, and cleaning up leaking <br /> underground storage tanks. The San Joaquin County Environmental Health Department(SJCEHD)would <br /> regulate the cleanup of contaminated properties in its jurisdiction in coordination with Cal-EPA. <br /> 2.7.2 Hazards and Hazardous Materials Impacts <br /> Potentially Less Than Less Than No Impact <br /> Significant Significant Significant <br /> impact with Impact <br /> Mitigation <br /> Incorporation <br /> VII.
