1^- initial Multi,—LID Annexation <br /> TC-RI (Mixed Use Town Center-River Islands): A mixture of retail, personal services, restaurants, <br /> entertainment,offices,and higher density residential development ranging from 600 to 1,220 units is <br /> permitted in this zoning district. A K-12 magnet school on 3040 acres or traditional schools will be part <br /> of this district.These uses are to be located at the eastern end of a grand canal and are to be arranged <br /> compatibly with more water-oriented uses in an adjoining Lathrop Landing harbor. Development in this <br /> district shall be based on a UDC recommended by the Stewart Tract Design Review Board and approved <br /> by the City of Lathrop. <br /> NR-RI(Neighborhood Retail-River Islands):This district is intended for retail and personal services for <br /> nearby residents. Development in this district shall be based on a UDC recommended by the Stewart <br /> Tract Design Review Board and approved by the City of Lathrop. <br /> RCO-ST(Resource Conservation/OMn Space-Stewart Tract: The Paradise Cut area is designated for <br /> resource conservation and open space. The cut will act as a seasonal floodway and wildlife habitat. <br /> Agricultural uses will occur on the land surface exposed most of the time. Some areas will be dedicated <br /> solely for wildlife habitat,and public access will be limited to passive recreation and to designated trails. <br /> Elsewhere,nature observation will be encouraged. Along some of the waterways in the cut, boating will <br /> be allowed. <br /> Utility related facilities and services are allowed in all districts in order provide service in all areas, <br /> whether they are slated for urbanization or not. <br /> 2.9.2 Land Use and Planning—Impacts <br /> Potentially Less Than Less Than No Impact <br /> Significant Significant Significant <br /> Impact with /"pact <br /> Mitigation <br /> Incorporation <br /> IX.LAND USE AND PLANNING—Would the project: <br /> a)Physically divide an established community? The annexation of project area to LID was contemplated with the River Islands EIR and its <br /> ability to serve electrical and telecommunication customers was also covered. Its purpose is consistent <br /> with the City's General Plan,zoning ordnances and the West Lathrop Specific Plan. The Project does not <br /> conflict with the SJMSCP,as long as the project is implemented under its adopted guidelines and <br /> payment of its fees. <br /> 48 <br />
