In addressing these topics,the general <br /> plan identifies the goals,objectives, policies,principles, standards,and plan proposals that support the <br /> city's or county's vision for the area.The general plan is a long-range document in that it typically <br /> addresses the physical character of an area over a 20-year period. Finally, although the general plan serves <br /> as a blueprint for future development and identifies the overall vision for the planning area, it remains <br /> general enough to allow for flexibility in the approach taken to achieve the plan's goals. <br /> The City of Lathrop General Plan was adopted in December 1991 and has been amended a number of <br /> times, including an amendment approved with the River Islands project in 2003. One of the primary <br /> goals of the General Plan relates to the urban development of Stewart Tract as a means of achieving long- <br /> term community, economic, and other benefits. When the document was first prepared,the project <br /> envisioned a different project(known as Gold Rush City); an entertainment-oriented complex that <br /> included at least one theme park; resort lodging; commercial uses; other associated entertainment-oriented <br /> uses; and a variety of recreation-oriented housing types, including retirement homes,time-share single- <br /> family units,and condominiums,and second homes. The area is now designated for a mixed use, <br /> residential and employment based community. River Islands was approved under these designations that <br /> are more particularly described below. <br /> West Lathrop Specific Plan <br /> The West Lathrop Specific Plan (WLSP),adopted by the City in February 1996,and was amended by <br /> Measure D,a citizen's initiative in 2002. The WLSP was then amended again in 2003, and set forth the <br /> land uses and development program for the River Islands project. <br /> Like the General Plan,the WLSP identifies various land use designations and sets forth the zoning for <br /> Stewart Tract.The primary land use designation in the area proposed for the River Islands project is <br /> described below: <br /> The zoning districts identified for the River Islands project are described below. All districts include <br /> associated lake, park,or waterway areas. <br /> RL/RM/RH-RI(Residential Low, 3-9 dwelling units per net acre/Residential Medium 6-20 dwelling <br /> units per net acre/Residential High 15-40 dwelling units per net acre): The residential areas of River <br /> Islands shall be zoned according to the residential density intended therein.There is intentional overlap in <br /> the number of dwelling units for the different residential densities to encourage the development of varied <br /> housing types and sizes in each River Islands neighborhood.Given the nature of the River Islands <br /> development concept, most of the residential development is to be designed with and oriented toward <br /> major recreation amenities, such as lakes, rivers, golf courses,or harbors.A maximum of 11,000 units of <br /> all densities is permitted, along with supporting neighborhood-serving convenience retail. Parks are <br /> permitted uses in all residential areas.Development in this district shall be based on a UDC recommended <br /> by the Stewart Tract Design Review Board and approved by the City of Lathrop. <br /> EC-RI(Employment Center-River Islands): The Employment Center will be an amenitized business park, <br /> with a range of offices,research and development, and administrative offices and supporting uses, such as <br /> banks or cafes.The Employment Center is expected to provide approximately 17,000 new jobs at <br /> buildout(30-50 employees per acre). Highway commercial uses,such as retail or motels, which may he <br /> appropriate along the edge of Golden Valley Parkway,also are permitted in this district. Development in <br /> this district shall be based on a UDC recommended by the Stewart Tract Design Review Board and <br /> approved by the City of Lathrop. <br /> 47 <br />
