N tial Study—LID Annexation
City's SMARA ordinance is designed to preserve mineral resources while protecting people, property, and
the environment from hazards caused by excavations.
CDMG Mineral Lands Classification System
In compliance with the SMARA, the California Department of Conservation, Division of Mines and
Geology(CDMG)have established a classification system to denote both the location and significance of
key extractive resources. An explanation of the classification system is presented in Table shown below:
Table 1
Mineral Classification System Description
MRZ-1 Areas where adequate information indicates that no significant mineral deposits are present
or where it is judged that little likelihood exists for their presence.
MRZ-2 Areas where adequate information indicates that significant mineral deposits are present or
where it is judged that a high likelihood for their presence exists.
MRZ-3 Areas containing mineral deposits, the significance of which cannot be evaluated from
existing data.
MRZ4 Areas where available data is inadequate for placement in any other MRZ zone.
Source: City of Lathrop
2.10.2 Mineral Resources—Impacts
Potentially Less Than Less Than No Impact
Significant Significant Significant
Impact with Impact
A9iagation
Incorporation
X. MINERAL RESOURCES—Would the project:
a) Result in the loss of availability of a known mineral resource ❑ L
classified MRZ-2 by the State Geologist that would be of value to
the region and the residents of the state?
b) Result in the loss of availability of a locally-important mineral ❑ ❑ ❑ E
resource recovery site delineated on a local general plan, specific
plan or other land use plan?
The proposed Project will be located in rights of way and other locations that will be necessary for
development to occur(streets for joint trench locations, over head lines, etc.)and the proposed substation
will also not be located within MRZ-2 zoned land. As a result, the Project will not cause any direct
impacts to mineral resources.
For the provision of sewer and water services, mineral resources impacts were analyzed in the Lathrop
Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for
sewer and recycled water, the Phase I Expansion of Water Recycling Plant No. 1 EIR and LAFCO's LID
Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts
associated with these services would be mitigated by the mitigation measures identified in these previous
documents and no additional analysis is necessary. Copies of the documents are available in the San
Joaquin County Community Development Department Office.
51
