Initial Study—LID Annexation <br /> The proposed project does not involve substantial changes to the Project which will require major <br /> revisions of the prior environmental documents due to the involvement of new or substantially more <br /> severe environmental impacts because the LID formation and the LID's provision of services previously <br /> were evaluated in the prior environmental documents. Further, there are no substantial changes with <br /> respect to the circumstances in which the project will be undertaken that would involve new or more <br /> intensive impacts in this issue area. Finally,there is no new information of substantial importance, which <br /> was not known and could not have been known when the prior environmental documents were prepared, <br /> that indicates that the project would have new or more severe aesthetic impacts or that considerably <br /> different or feasible mitigation measures are available that the LID declines to implement. Adopted November 10, 2001 <br /> 2.11 Noise <br /> The proposed Project would create noise impacts from the eventual construction of infrastructure and <br /> necessary facilities. The River Islands EIR considered a number of impacts relating to noise, including <br /> impacts generated from stationary, mobile and interim sources,as well as those caused by construction <br /> activities. <br /> 2.11.1 Regulatory Background <br /> The Noise Element of the 1991 City of Lathrop General Plan(General Plan)identifies goals, standards, <br /> and policies designed to ensure that City residents are not subjected to noise beyond acceptable levels. A <br /> general objective of the Noise Element is to protect existing noise-sensitive development(e.g.,hospitals, <br /> schools,churches,and residences)from new uses that would generate noise levels incompatible with <br /> those uses and,conversely,discourage noise-sensitive uses from locating near sources of high noise <br /> levels.The Noise Element identifies exterior noise performance standards for various land uses <br /> potentially affected by non-transportation noise sources.
