The River Islands <br /> project includes significant transportation improvements, impacts and mitigations that were adopted with <br /> its project approvals. Construction activity associated with new infrastructure and facilities for LID will <br /> create short term, less than significant impacts as described in the Public Service section above and the <br /> Impacts section below. <br /> 2.15.1 Regulatory Background <br /> The Transportation and Circulation Element of the City of Lathrop General Plan provides policies <br /> supporting efficient transportation and circulation within the City. All of these policies pertain to long- <br /> term impacts on the City Street and regional highway system.
