There no direct impacts to transportation facilities and traffic <br /> movement,other than possible temporary obstruction impact described in section 2.14 above and from <br /> construction vehicles coming to and from construction sites at LID facilities. LID is required to <br /> coordinate construction activities with the City of Lathrop Public Works Department as to dates,times, <br /> and impacts to the roadway system as a result of large equipment,etc. LID may provide a construction <br /> traffic plan to the City,provide signs and/or flagmen to alert drives of alternate routes and safety maintain <br /> traffic flow during construction. These impacts are considered less than significant. <br /> Maintenance vehicles will occasionally provide maintenance to pole lines, underground lines and the <br /> proposed substation. Customary industry practices to provide traffic control during such activities as they <br /> affect rights of way as described above will be enforced. The project would not require additional or <br /> more effective mitigation measures to avoid significant environmental effects. <br /> For the provision of sewer and water services,transportation impacts were analyzed in the Lathrop Water, <br /> Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for sewer <br /> and recycled water, the Phase I Expansion of Water Recycling Plant No. I EIR and LAFCO's LID <br /> Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts <br /> associated with these services would be mitigated by the mitigation measures identified in these previous <br /> documents and no additional analysis is necessary. Copies of the documents are available in the San <br /> Joaquin County Community Development Department Office. <br /> The proposed project does not involve substantial changes to the Project which will require major <br /> revisions of the prior environmental documents due to the involvement of new or substantially more <br /> severe environmental impacts because the LID formation and the LID's provision of services previously <br /> were evaluated in the prior environmental documents. Further,there are no substantial changes with <br /> respect to the circumstances in which the project will be undertaken that would involve new or more <br /> intensive impacts in this issue area. Finally,there is no new information of substantial importance,which <br /> was not known and could not have been known when the prior environmental documents were prepared, <br /> that indicates that the project would have new or more severe aesthetic impacts or that considerably <br /> different or feasible mitigation measures are available that the LID declines to implement.The proposed <br /> project would not require additional mitigation measures to avoid new significant environmental effects. <br /> For these reasons, no further analysis is required <br /> 2.153 Transportation—Mitigation Measures <br /> 61 <br />
