Currently, <br /> the City is the provider of storm water conveyance and disposal,potable water,wastewater treatment and <br /> wastewater disposal. Electricity and natural gas are provided by Pacific Gas and Electric currently. <br /> Telecommunication services(i.e.telephone, internet and cable television)are provided by various private <br /> companies. <br /> LID was envisioned as an alterative utility provider for potable water,wastewater,telecommunications <br /> and electricity. The River Islands EIR acknowledged LID's future role in analyzing project level impacts. <br /> However, LID is proposing only to provide electrical and telecommunication services at this time within <br /> the River Islands development area of the Stewart Tract and agricultural areas within Paradise Cut. LID <br /> may also provide irrigation water services under contract to local farmers on the Stewart Tract. <br /> 2.16.1 Regulatory Background <br /> The City of Lathrop General Plan,West Lathrop Specific Plan(WLSP), West Lathrop Specific Plan <br /> Environmental Impact Report(WLSP EIR),and the Master Water,Wastewater,and Recycled Water <br /> Master Plans(Master Plans) identify goals,policies, and mitigation measures associated with providing <br /> water,wastewater,recycled water,electricity and natural gas to new developments. In addition,new state <br /> legislation has been enacted that ties proposed development to the availability of adequate long-term <br /> water supplies to serve that project(SB 610 and SB 221). These City and state requirements,as they <br /> apply to each utility element,are summarized below. <br /> Water <br /> It is a goal of the General Plan to provide both for a secure source of fresh water for existing and future <br /> residents of Lathrop and for the reuse of wastewater and surface water so that there is no net increase in <br /> 62 <br />
