4 Widal Study—LID Annexation <br /> Potential impacts on utilities were addressed within the Master Plan and River Islands EIRs as they <br /> pertain to wastewater, potable water and recycled water infrastructure and services. These services will <br /> be provided by the City of Lathrop at this time and not provided by LID. Master plans for these utilities <br /> were adopted by the City of Lathrop in 2001 (sewer,water, and recycled water)and storm drainage was <br /> included in the 2003 amendment to the WLSP. <br /> In regards to electrical,telecommunication and gas utilities,these impacts were addressed in the General <br /> Plan and River Islands EIRs. Specific to providing electrical service,the proposed LID service area at <br /> buildout consists of the entire the River Islands project(occurring sometime between 2025 to 2030)and <br /> would increase electricity demand by approximately 1,310,000 kilowatt hours per day(kwh/day). <br /> During the drafting of the River Islands EIR,PG&E previously acknowledged to the City of Lathrop,that <br /> there was adequate electricity and natural gas supplies to support the proposed River Islands project <br /> without affecting service to its current users(D'Alessandro, personal communication to EDAW, 2001). <br /> The provision of gas and electrical services in of itself is not an environmental impact. The ability to <br /> provide electrical service was approved by the San Joaquin LAFCO in 2002 for LID;natural gas service <br /> will be provided by PG&E. LID will extend electrical service to the River Islands project area by <br /> interconnecting the PG&E system at the Manteca-Kasson 115-kV line east of 1-5 on Stewart Tract. <br /> Approximately 4,500 feet of overhead lines would be used to link the 115-kV line to a planned substation <br /> in the southeastern comer of the Employment Center within the River Islands project.The transmission <br /> lines would be mounted on a standard pole(60-70 feet tall)system designed to meet or exceed existing <br /> codes and would be located in public rights-of-way and/or open space corridors. The River Islands EIR <br /> and Mitigation Monitoring Program recommend that overhead transmission lines be placed in open space <br /> or similar areas to avoid aesthetic impacts; please see the Aesthetics section above. As required by <br /> previous mitigation(Lathrop General Plan EIR and River Islands EIR)all electrical distribution lines on <br /> the project site would be placed underground in joint trenches. <br /> There are no new environmental effects as a result of the LID annexation proposal. Placement of a <br /> substation,construction of transmission lines to the substation and provision of underground distribution <br /> lines have all studied in the previously cited EIRs and this initial study. <br /> 2.16.3 Utilities and Service Systems—Mitigation Measures <br /> Mitigation measures for other issue areas are included within this document as they pertain to aesthetics, <br /> hazards,and noise issues.
