("Cumulatively considerable" means that <br /> the incremental effects of a project are considerable when viewed in <br /> connection with the effects of past projects,the effects of other current <br /> projects,and the effects of probable future projects)? <br /> c) Does the project have environmental effects which will cause ❑ ❑ ❑ <br /> substantial adverse effects on human beings, either directly or <br /> indirectly? <br /> The project will not involve the potential for any new additional impacts that have been analyzed in <br /> previous EIRs, in particular the River Islands EIR that provides project level review of all development <br /> activities approved by the City of Lathrop on the Stewart Tract, including the provision of electrical <br /> service facilities. The Mitigation Monitoring and Reporting Plan for River Islands EIR provides for those <br /> applicable mitigation measures that would reduce most impacts to level of insignificance. A Statement of <br /> Overriding Considerations was also adopted for River Islands, for those adverse impacts that could not be <br /> reduced to an insignificant level. These impacts included those to long term traffic,air quality and noise <br /> impacts. Cumulative impacts to agricultural resources are also considered unavoidable. <br /> 66 <br />
