`.. 1 .� <br /> service boundary from two locations; Paradise Road and Stewart Road. These <br /> existing lines have an estimated capacity of 2,100 kilowatts each. Since the River <br /> Islands project's phasing begins on Stewart Road, near Manthey Road, the initial <br /> interconnection to the PG&E system would be located along Stewart Road to <br /> serve new customers on the existing 234 acre LID site and then up to several <br /> hundred new homes within River Islands Phase IA. As load requirements <br /> increase beyond the interconnection(s) capacity, a new substation would be <br /> necessary as described above. <br /> As River Islands develops, new infrastructure would be extended throughout the <br /> Stewart Tract in underground trenches for distribution of electricity. Major <br /> transmission lines would be placed within open space if possible and along major <br /> arterial streets to minimize visual impact. Existing pole lines owned by PG&E <br /> would be abandoned and removed as urbanization of the Stewart Tract continues <br /> over the next 30 years. <br /> b. Telecommunication Services—telecommunication services, including telephone <br /> and internet services will provided by LID by installing over 100 miles of fiber <br /> optic cable trunks in joint trenches controlled by LID. These services maybe <br /> provided by outside providers leasing fiber capacity from LID or from LID itself. <br /> Telephone service may be provided by more traditional means or may utilize <br /> alternative delivery methods, such as Voice over IP,which utilizes the internet. <br /> Should LID not operate its own internet service, independent internet providers <br /> may establish a Point of Presence (POP)through LID's backbone infrastructure. <br /> LID would connect its system to one of several high-level networks (Network <br /> Access Points or NAPS). <br /> The cost of the telecommunication system is estimated at$25 million. <br /> C. Irrigation Water—LID will provide irrigation water to existing farms within the <br /> proposed service area. A number of existing pumps and canals draw water from <br /> riparian sources to existing farming operations. Over time,the farming operations <br /> will diminish with increased development and existing pumping facilities will be <br /> replaced as necessary. The cost to replace these facilities is estimated at$1 <br /> million and will be borne by new development that is displacing agricultural <br /> operations. <br /> d. Potable Water—LID has purchased potable water from the two water sources: <br /> surface water from the SCSWSP and groundwater from the City of Lathrop's <br /> existing and expanded wellfield. LID,through RIPFA, provided financing for <br /> both sources of water and can contribute$50 million for distribution systems <br /> necessary to serve the LID service area, along with major dedications of system <br /> facilities from new development building within the service area. LID may own <br /> all storage and distribution systems, with maintenance operation being provided <br /> by the City of Lathrop.
