Sanitary Sewer—LID has purchased wastewater capacity from through its <br /> financing the construction of the City's Water Recycling Plant No. I (WRP <br /> No.1). WRP No. 1 has been recently expanded to include capacity for <br /> development with LID's service area and will be expanded in the future (at LID <br /> and the River Islands development's cost)to fully accommodate buildout of the <br /> service area. LID's contribution to the initial expansion of WRP No.I (through <br /> RIPFA) was $5 million. A collection system for sanitary sewer and distribution <br /> system for use of high quality recycled water will be constructed in the LID <br /> service area by developers and home builders within the service area, with an$50 <br /> million contribution from LID for certain major facilities, such as pump and lift <br /> stations. As with potable water service, the City of Lathrop is expected to provide <br /> operation and maintenance of LID sewer facilities, but LID will retain the right to <br /> provide these services should the City not provide them. <br /> 2. Operations <br /> a. Electricity <br /> LID will operate the distribution utility by utilizing"in-house personnel"or by <br /> contracting some or all of the operations to operating company(ies). LID will <br /> likely operate the system through contract(s) for operation based on a competitive <br /> process. Operations will include all activities required to keep the distribution <br /> infrastructure operating in a safe, reliable and efficient manner as well as all <br /> customer service activities. <br /> Requirements for a service yard, employee training and hazardous material <br /> handling procedures will depend in part on the selection of the system operator. <br /> The location of an LID service yard will be determined in conjunction with the <br /> developers of River Islands, but would most likely be located with the <br /> Employment Center area of the project, near or in conjunction with the proposed <br /> sub-station; see Exhibit"D". <br /> b. Telecommunications <br /> The system will be comprised of four separate networks: (1) a telephone network; <br /> (2) a cable TV network; (3) a wireless network; and(4)a trunked radio network. <br /> LID may choose to operate all or some of these systems or may contract the <br /> operation of one or all of the systems. The total system will take advantage of a <br /> joint-use fiber optic cable infrastructure,a common central office that will be <br /> located at the east side of the project, and use of common utility trenches located <br /> in roadway rights-of-way. <br /> it <br />
