• 2.1 Zoning The San Joaquin County Community Development Department website states that the Site is zoned AG-40, general agriculture with a minimum parcel size of 40 acres. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agricultural enterprises." 2.2 Proposed Development A minor subdivision is proposed to divide the Site into a homesite parcel and a designated remainder. Mr. Gwerder indicated that he plans to build a house on the homesite parcel. 2.3 Topography A recent U.S. Geological Survey 7.5-minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted at approximately 84 to 94 feet above mean sea level; the Site slopes down slightly to the northeast. This map is included as Plate 3 in Appendix 1. 3.0 HISTORICAL RESEARCH • 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1940, 1952, 1963, and 1975. Four additional photographs, dated March 1994, October 1998, November 2000, and March 2008, were obtained from the San Joaquin County District Viewer. In the 1940 through 1963 photos, the Site appears to be a portion of two larger fields used for irrigated agriculture. The surrounding properties appear to be used for irrigated agriculture and orchard. A few rural residences can be seen along the roadways. In the 1975 photo, the eastern side of the Site has been planted with orchard. Some activity can be seen on the parcel carved from the eastern side of the Site. In the 1994 photo, a house can be seen on the parcel carved from the eastern side of the Site. In the 1998 photo, the Site appears to have been cleared of orchard. A small pond can be seen near the southern property line. • LOGE 1625 2
