Mr. Borges reviewed Environmental Health Division requirements. Mr. Borges explained the soil suitability study/nitrate loading study and sewage disposal system. Mr. Darrow informed Mr. Schubert that the new winery will change the occupancy of the exiting agricultural building. A Structural Evaluation by an Engineer will be required. Mr. Van Buren explained the Planning Commission hearing procedures. Mr. Schubert inquired about the landscaping. Ms. Wehmicister told the applicant that vines planted to the property line would be acceptable. Ms. Wehrmeister informed the applicant that he will need to submit a site plan showing compliance with the conditions at the time a building permit is submitted. Mr. Herzick informed the applicant that he will need a Building Permit for a change of occupancy. Mr. Herzick also, informed the applicant that he will need to contact the Fire District regarding on-site water supply. Mr. Schubert inquired about the paving of driveways. Ms. Wehrmeister informed Mr. Covey that staff would be recommending denial based on the inability to make all of the required findings in the affirmative. Mr. Covey and staff discussed the project. Mr. Van Buren explained the Planning Commission hearing procedures. Mr. Covey asked when was the Planning Commission hearing. Ms. Wehrmeister said it would be held on December 7,2000.
