1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of Site: The project consists of a 7.38 acre parcel located at 22550 E. Liberty <br /> Road, Clements, Ca. The project is in an agricultural community, and the existing parcel is <br /> zoned C-X (Commercial). <br /> 1.2 Description of proposed development: It is proposed to split the 7.38 acre parcel into two <br /> parcels; a 4.86 acre parcel and a 2.52 acre parcel. In accordance with the San Joaquin <br /> County Development Title, this Surface and Subsurface Contamination Report(SSCR) is <br /> being submitted for approval. This report will investigate the property for visual or historical <br /> environmental contamination based on field observation, interviews with the owner, and <br /> county records. (this SSCR includes minimal chemical analysis) <br /> 1.3 Parcel Location Map: (See Appendix for Tentative map with Vicinity Map, and APN <br /> Page). <br /> 1.4 Site Map: (See Appendix for Tentative Map). <br /> 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: <br /> 2.1 Discussion of Past,Present, and Proposed Future Uses: The primary source of <br /> information of the historic use of this property is testimony of the owner, Mr. Lowell Rathe. Mr. <br /> Rathe was interviewed on 6/7/04. Mr Rathe has owned the property for the past 11 years. At the <br /> time of purchase there was just the boat storage on the property. After purchasing the property, <br /> Mr. Rathe constructed the market on the property almost immediately. <br /> Presently the property includes the aforementioned boat storage, market and a trailer home for <br /> the operator of the market. The surrounding properties (north, south, east, and west) are open <br /> fields devoid of construction, row crops, or orchards. <br /> Future use of the property consists of a potential home being built on the 2.52 acre parcel after it <br /> has been split from the 7.38 parcel. The uses on the remaining 4.86 acre parcel will not change. <br /> No construction is proposed at this time. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTANIINATION• <br /> 3.1 Methods Used to Research: Methods used to research this parcel were records researched at <br /> the San Joaquin County Agriculture Commissioners office on 6/17/04 (see appendix for results). <br /> An onsite survey performed on 6/9/04 by staff of Dillon&Murphy, as well as interviewing the <br /> present owner,Mr. Lowell Rathe on 6/7/04. <br /> 3.2 Description of All Past On-Site Potential and/or Known Above and Below Ground <br /> Sources of Contamination Identified at the Project Site: Past on-site potential for <br />
