Supervisors shall determine that the internal consistency of the General Plan is <br /> maintained in the adoption of the Amendment. <br /> The Community Development Department has reviewed the proposed <br /> application and offers the following comments: <br /> Key Plan Strategies (Volume I, Growth Accommodations, pg. III-2) <br /> • Rural communities shall grow primarily through infill and should not <br /> be expanded. <br /> The proposed project appears to be inconsistent with the General Plan because <br /> the General Plan Map Amendment would be an expansion of the rural <br /> community of Collierville. The General Plan Map for Collierville indicates that <br /> there is existing, vacant residential land within the rural community of Collierville <br /> that could potentially be developed. <br /> Growth Accommodation & General Plan Policies (Volume I, IV.) Community <br /> Organization and Development Pattern, pgs., IV-2-5) <br /> Volume I of the General Plan states, "that rural communities have either <br /> historically served as a focus of activity for surrounding agricultural areas or are <br /> concentrations of homesites, and are usually surrounded by commercial <br /> agricultural activities." The complete range of urban services typically found in <br /> urban communities is not generally available, nor encouraged in rural <br /> communities. In most areas, water is provided by individual wells, sewage <br /> disposal is by individual septic tank-leach field systems, and drainage is either <br /> accomplished by ponds on individual parcels or is non-existent. It is the intent of <br /> the County to maintain these areas as they are, not to encourage their expansion <br /> or the formation of new rural communities. <br /> Location and Character of Development (Volume I, pp. IV-5) <br /> 2. Rural communities shall: <br /> (a) be planned to have minimal growth, mainly infill development with <br /> expansion discouraged <br /> The proposed project is inconsistent with Policy 2. (a) of the General Plan <br /> because the General Plan Map Amendment would expand the northern <br /> boundary line of the rural community of Collierville. <br /> 6. Development should occur on vacant lots within existing communities as "infill' <br /> before extending beyond the current developed areas of a community. <br /> The proposed project appears to be inconsistent with Policy 6. of the General <br /> Plan because the General Plan Map for Collierville indicates that there is vacant <br /> undeveloped residential land within the rural community of Collierville. <br /> 2 <br />
