The fee is due and <br /> payable prior to issuance of the building permit. (The fee currently is$272.00 per 1,000 gross square foot of <br /> building designated as warehouse. The fee shall be automatically increased on January 1 of each year through the <br /> year 2015 at the rate of 4.55 percent.) (Development Title Section 9-818.4 and Resolutions R-91-327,R-94-185 <br /> and R-97-5) <br /> 4. All new construction and substantial improvements(including electrical,plumbing, and machinery servicing the <br /> structure)that have enclosed areas below the lowest habitable floor that are not basements shall be either: <br /> a) elevated at least 2' above the highest adjacent grade, or <br /> b) designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the <br /> entry and exit of floodwaters. <br /> These enclosed areas below the lowest habitable floor that are not basements can be used for parking vehicles, <br /> building access or storage. Designs for meeting this requirement shall be certified by a registered civil engineer or <br /> a registered architect. <br /> As an alternative, the design of the enclosed areas below the lowest habitable floor that are not basements may <br /> either have: <br /> a) a minimum of two (2) openings having a total net area of not less than one square inch for every <br /> square foot of enclosed area subject to flooding,or <br /> b) be certified to comply with the County's flood proofing standard that has been approved by the <br /> Federal Insurance Administration. (Development Title Section 9-1605.12(d)). <br /> 5. All tanks shall be elevated at least 2' above the highest adjacent grade or tanks shall be anchored and engineered <br /> to resist hydrostatic and hydrodynamic forces, including the effects of buoyancy, and other flood force, with <br /> certification provided by a registered civil engineer. <br /> 6.
