b. Dedicate a 30-foot-wide right-of-way from the centerline of Linn Road to the property line <br /> across the frontage of APN 053-140-20. <br /> C. A Traffic Impact Mitigation Fee may be required for this development. The fee will be <br /> exempt if the development stays noncommercial. The fee is due and payable at the time <br /> of building permit application. The fee currently is$1,451.00 per 1,000 gross square feet <br /> of building designated as 'Service/Commercial" in the Lockeford area. If there is no <br /> building permit required, the fee will be exempt. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. <br /> d. An encroachment permit shall be required for work within the road right-of-way. <br /> e. The frontage improvements for Linn Road shall be constructed in conformance with the <br /> standards for one-half of a 60-foot-wide right-of-way farm or estate subdivision street. The <br /> construction of the frontage improvements will be deferred upon execution by the owner <br /> of a Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred <br /> Frontage and Roadwy Improvement Agreement with a deposit equivalent to the estimated <br /> construction costs, prior to approval of the Improvement Plan. A $250.00 fee currently <br /> is required for processing, per Planning Title Section 9-10502, in addition to a copy of the <br /> Grant Deed and an estimate for the required frontage improvements. The estimate shall <br /> be prepared by a Registered Civil Engineer with a typical section drawing on a form to <br /> be supplied by the Department of Public Works and submitted to Public Works for <br /> approval. As an option, Public Works will prepare the drawing and estimate for an <br /> additional fee of $100.00. <br /> 3. PUBLIC HEALTH SERVICES (ENVIRONMENTAL HEALTH DIVISION): <br /> a. Submit three sets of detailed kennel construction plans to the Environmental Health <br /> Division for review prior to construction. The Environmental Health Division has specific <br /> requirements for kennel construction. <br /> b. Kennels are subject to a yearly permit, a fee, and inspection by the Environmental Health <br /> Division. <br /> C. A convenient water supply and waste water disposal system meeting the requirements <br /> of the Environmental Health Division shall be available for washing food preparation <br /> equipment, bathing animals, and washing down shelters, pens, and dog runs. <br /> d. Construct an individual sewage disposal system under a permit and inspection by the <br /> Environmental Health Division at the time of development. <br /> e. Install an approved backflow, prevention device on the water supply system. <br /> f. Refuse, garbage, and other solid waste material must be stored, removed, and <br /> transported to an approved landfill in accordance with San Joaquin County rules and <br /> regulations. <br /> NOTE: On August 15, 1991, the San Joaquin County Planning Commission approved SA-91-34 <br /> subject to the Conditions of Approval listed above. <br /> Conditions of Approval - 2 - (SA-91-34) <br />
