Item No. 4 <br /> PC : 5-5-88 <br /> UP-88-28 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> The proposal does not present a significant General Plan or <br /> Zoning issue . The entire area south of Linne Road between <br /> Tracy Boulevard and MacArthur Drive is designated General <br /> Industrial on the map of the County General Plan. The General <br /> Industrial designation extends south to the Banta-Carbona <br /> Irrigation District canal . This region, for the most part , has <br /> a primary zone of M-2 (General Manufacturing) . A portion of <br /> this site has AP (Airport ) secondary zoning. Because all <br /> structure heights will be lower than the airport reference <br /> point elevation for Tracy Airport (elevation = +191 feet ) , the <br /> proposal is consistent with the secondary as well as primary <br /> zone classifications applicable to the site . <br /> Under Planning Title Section 9-8054(d) , a Use Permit is <br /> .. required for industrial uses located within 5 , 000 feet of a <br /> noninstrument approach surface . The proposed site is located <br /> approximately one-quarter mile from the east approach end of <br /> Runway 7-25 of the Tracy Municipal Airport . For this reason, <br /> the applicant was required to file a Use Permit application <br /> instead of a Site Approval application. <br /> Section 9-8054 restricts uses within the noninstrument approach <br /> surface to those which do not impair airport communications or <br /> the visibility of persons using the airport . This restriction <br /> is noted in the recommended Conditions of Approval . <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use : <br /> Surrounding land uses include : <br /> North: Residences along the Linne Road frontage . <br /> South: The Banta-Carbona Irrigation District main canal and <br /> the Teichert quarry excavation site . <br /> East The Amaron concrete pipe manufacturing plant . <br /> West Residences along the Tracy Boulevard frontage . <br /> i <br /> The proposed use would not conflict with surrounding land uses . <br /> Most of the project activities will be conducted at the floor <br />
