All easements of record shall be shown on the Parcel Map. (Development Title Section 9-910.20) <br /> i <br /> 3. Proposed private access and utility easements across Parcels 1,6,7,8, 15, 16 and 17 including turnaround <br /> accommodations at their terminations and corner cutoffs at intersecting roads shall be provided for the <br /> benefit of Parcels 6 through 8,inclusive and Parcels 15 through 17,inclusive.The required easements shall <br /> be shown on the Parcel Map and shall be noticed on a recorded Notice of Minor Subdivision Restriction. <br /> The Notice shall read as follows: <br /> I <br /> We also hereby make an irrevocable offer to provide private access and utility easements across <br /> Parcels 1, 6, 7, 8, 15, 16 and 17 including turnaround accommodations at their terminations and comer j <br /> cut-offs at intersecting roads for the benefit of Parcels 6 through 8, inclusive and Parcels 15 through 17, <br /> inclusive upon conveyance of any of the parcels to another parry. <br /> 4. Studies and designs/improvements required prior to approval of the Parcel Map: <br /> a. The private access roadways and turnarounds shall be constructed in conformance with fire j <br /> road standards and applicable San Joaquin County Improvement Standards.(Development j <br /> Title 9-1150.15[c][d]). <br /> b. All improvements shall be in conformance with the current Improvement Standards and <br /> Specifications of the County of San Joaquin. Improvement plans and specifications shall be <br /> submitted and shall include a grading plan for each individual lot,if applicable. These <br /> improvement plans and specifications are subject to plan check,field inspection fees and <br /> must be approved by the Department of Public Works. (Development Title Section 9-240, <br /> Section 9-910, Section 9-1100 and R-92-814) <br /> c. The developer shall prepare and record a mechanism that notices future owners and provides <br /> for funding and maintenance of the private roadways. <br /> d. Drainage from the portion of the improved private access roadways shall be retained on-site <br /> by a retention basin(s).Hydrologic and hydraulic analyses shall be provided and demonstrate <br /> that all drainage from the improved roadways,both downstream and upstream of the <br /> discharge,will not be subject to a higher flood level as a result of the proposed drainage. <br /> (Development Title Section 9-1135.2) <br /> e. An encroachment permit shall be required for all work within County road right-of-way. <br /> (Note:Driveway encroachment permits are for flatwork only—all vertical features,including <br /> but not Iimited to fences,walls,private light standards,rocks, landscaping and cobbles are <br /> not allowed in the right-of-way.)(Development Title Sections 9-1145.4 and 9-1145.5) <br /> The above studies,designs and required improvements can be deferred upon execution of a recorded <br /> agreement with the County of San Joaquin which provides for completion of the requirements prior to <br /> issuance of any non-agricultural building permit for any of the parcels. A fee for processing the agreement <br /> will be required. (Development Title Section 9-1100.30]) <br /> 5. Drainage from the improved portion of each parcel shall be retained on-site by a retention basin at the time <br /> of development of each parcel.
